Job Description

The post holder will report to the Director of Development and assist with the preparation, revision, and delivery of the company's Business Plan and development programme in line with STAR Housing and CDL corporate objectives.

Responsible for ensuring all technical site surveys are undertaken and analyzed, highlighting risks related to deliverability, time, or cost from initial feasibility to practical completion of schemes.

Take responsibility for elements of activities including pre- and post-contract management of development schemes, liaising with contractors, developers, consultants, solicitors, authorities, communities, potential customers, Homes England, and other stakeholders.

Ensure activities are carried out to high standards of integrity and professionalism, complying with legal, statutory, regulatory, and industry standards, keeping up-to-date with relevant legislation and best practices.

The post holder will be:

  • Reporting to the Director of Development, responsible for health and safety, training, and development.
  • Responsible for developing technical talent within a small team of development professionals.
  • Supporting the Director in securing land and development opportunities aligned with corporate objectives.
  • Leading technical aspects of infrastructure and superstructure design for all projects.
  • Overseeing technical project management from inception to completion, including reviewing project plans, specifications, and financials.
  • Acting as Project Lead on specific schemes like London Road Innovation and other projects.
  • Leading technical review of key project documents and advising on technical risks and issues.
  • Managing planning applications and ensuring compliance with planning regulations.
  • Reviewing health and safety risks and conducting risk assessments per CDM regulations.
  • Providing technical and commercial advice to control project risks.
  • Updating the Development Director on scope, circumstances, or program changes impacting costs and planning mitigations.
  • Managing tender documentation, procurement, and ensuring adherence to procurement policies.
  • Liaising with consultants, contractors, and project professionals, documenting meetings.
  • Working with the Senior Development Manager to delegate tasks and mentor team members.
  • Reporting regularly to the Director of Development to ensure resource planning and project delivery.
  • Conducting site visits, overseeing surveys, inspections, and defect management.
