Role - Pre-Construction Project Engineer
Location - London
Purpose of the role:
  • Coordinate operational input into the pre-contract phase to ensure robust target costs, risk registers, and delivery plans.
  • Maximize project profitability up to the completion of detailed design and subcontract placements.
  • Ensure comprehensive delivery planning for all site-based stages before work begins.
Key Accountabilities:
  • Manage interfaces between pre-con, design, procurement, and delivery to meet targets.
  • Lead design management under our Business Management System.
  • Develop systems for effective coordination across stakeholders to ensure cost-efficient delivery of Civil and MEICA elements.
  • Engage in pre-contract award activities, providing operational input.
  • Support seamless transition from pre-con to operational teams.
  • Manage design and procurement phases to secure client approval and maximize savings.
  • Ensure quality of engineering deliverables and proactive expediting.
  • Coordinate advanced site activities to support planning.
  • Implement change control systems, assess impacts, and make timely decisions.
  • Operate change procedures effectively and handle technical queries.
  • Maximize procurement opportunities through strategic planning and early enquiry packages.
  • Participate in supplier selection and challenge constraints.
  • Develop delivery and procurement schedules, considering buildability and temporary works.
  • Maintain technical interface with the client for Civil and MEICA.
  • Coordinate and optimize technical solutions, ensuring compliance.
  • Manage supply chain inquiries and assessments before contract placement.
  • Involve key functions early in the design process to confirm robust solutions.
  • Engage with commissioning and asset teams during design.
  • Report on delivery performance, forecasting, and issues.
  • Focus on client and customer satisfaction.
  • Implement quality, safety, and environmental policies.
  • Promote a safe working environment.
  • Build a reputation for project delivery excellence.
  • Share best practices and drive continuous improvement.
About you:
  • Proactive approach to project delivery.
  • Proficient IT skills.
  • HND/HNC in engineering; BEng/MEng preferred.
  • Management and leadership skills.
  • Excellent communication skills.
  • Client-focused and collaborative.
  • Organized, team-oriented, with proven technical ability.
  • Good commercial awareness and contractual understanding.
  • Experience managing subcontractors and supply chains.
  • Strong negotiation and presentation skills.
  • Construction background, preferably in Water/Wastewater.
  • Professional qualifications and IOSH certification preferred.
