Job summary

Bekk R Solutions is hiring a Preconstruction Manager to lead bid activity across the Midlands, coordinating estimating, design, planning, commercial and operations to deliver robust, compliant tender submissions.

You will drive tender strategy, manage risks and opportunities, and act as the main client contact while ensuring smooth handover to delivery teams and continuous preconstruction improvement.

Qualifications

• Experienced Preconstruction Manager / Bid Manager in an M&E contractor or Building Services Engineering environment.
• Proven track record delivering bids in healthcare, education, commercial, justice or public sector projects.
• Knowledge of NEC and JCT contracts; two-stage tenders and framework procurement is advantageous.
• Professional memberships (CIBSE, CIOB, RICS, APM) desirable.

Responsibilities

• Lead tenders from qualification through contract award, developing bid programmes and compliant submissions.
• Coordinate estimating, design, planning, commercial and operational inputs for well-structured bids.
• Act as primary client contact, building relationships with clients, consultants and supply chain partners.
• Develop commercially robust tender strategies, identifying risks, opportunities and value-engineering options.
• Ensure seamless handover to delivery teams and capture lessons learned for preconstruction improvement.

Preconstruction Manager - Engineering Services (M&E / Building Services)

A leading Building Services / M&E contractor is seeking an experienced Preconstruction Manager to support work‑winning activity across the Midlands. This role covers the full preconstruction lifecycle — opportunity qualification, bid management, tender strategy, client engagement and contract handover.

You’ll coordinate multidisciplinary teams across estimating, design, planning, commercial and operations, producing technically strong, commercially robust and client‑focused tender submissions.

This is a key regional role with genuine influence over work‑winning strategy, bid quality, and preconstruction process improvement.

Key Responsibilities

• Lead tenders from initial qualification through to contract award, developing bid programmes and managing compliant, compelling submissions.
• Coordinate estimating, design, planning, commercial and operational inputs to deliver well‑structured, competitive bids.
• Act as primary client contact throughout the bid process, building strong relationships with clients, consultants and supply chain partners.
• Develop commercially robust tender strategies, identifying risks, opportunities and value‑engineering options.
• Ensure seamless handover to delivery teams, capturing commitments, lessons learned and driving continuous improvement across preconstruction.

What you’ll need to succeed

• Experienced Preconstruction Manager / Bid Manager within an M&E contractor or Building Services Engineering environment.
• Proven track record delivering bids in healthcare, education, commercial, justice or public sector projects.
• Strong understanding of estimating, design management, planning, commercial principles and construction procurement routes.
• Confident managing multiple tenders simultaneously and coordinating multidisciplinary teams.
• Excellent communication, presentation and stakeholder management skills.
• Knowledge of NEC and JCT contracts, two‑stage tenders and framework procurement is advantageous.
• HNC/HND/Degree in Building Services Engineering, Construction Management or related discipline. Professional memberships (CIBSE, CIOB, RICS, APM) desirable.
