Octavius Infrastructure is proud to be a key delivery partner on Network Rail's North West & Central (NW&C) Capital Delivery Framework. As part of Lot A2, we are delivering multi-disciplinary rail infrastructure projects spanning civil engineering, buildings, and railway systems. We are looking for a Pre-Construction Manager to join our growing team in the North West region, helping to shape and deliver innovative, safe, and sustainable rail solutions.

Role and Responsibilities

As a Pre-Construction Manager, you will lead the early-stage development of complex rail projects from client remit through to contract award. Your responsibilities will include:

  • Managing NEC3 Professional Services Contracts.
  • Leading site investigations, design coordination (permanent and temporary works), and construction methodology planning.
  • Collaborating with designers, suppliers, and internal teams to develop value-driven, buildable solutions.
  • Ensuring all necessary consents, estimates, and governance are in place before handover to delivery teams.
  • Driving safety, quality, and sustainability throughout the pre-construction phase.

About You
  • Proven experience in pre-construction or project management within the rail or infrastructure sector.
  • Strong understanding of NEC contracts and multi-disciplinary project development.
  • Excellent leadership, stakeholder engagement, and commercial awareness.
  • A collaborative mindset and commitment to delivering high-quality, customer-focused outcomes.
Your Skills and Qualifications
  • A related degree, diploma, or vocational qualification, or equivalent experience in Construction or Civil Engineering.
  • Site Managers Safety Training Scheme, or equivalent CDM 2015 training (desirable).
  • Chartered membership with a relevant industry body (e.g., APM or ICE) (desirable).
  • Temporary Works Coordination (desirable).
