As we continue to grow, we are seeking a skilled Preconstruction Manager to lead our early-stage project planning, tendering, and client engagement activities.
The Role
The Preconstruction Manager will oversee and coordinate all preconstruction activity across multiple live tenders and pipeline projects. This role is critical to securing new work and ensuring the delivery teams are set up for success from day one.
You will work closely with estimating, design, and planning colleagues to develop competitive bids, ensure technical accuracy, and maintain Marcon’s reputation for quality, compliance, and collaboration.
Key Responsibilities
Manage the full preconstruction lifecycle for assigned projects, from tender receipt to contract award
Coordinate and lead bid submissions including methodology, prelims, programme, and commercial strategy
Collaborate with estimating and design teams to produce technically sound, sector-compliant solutions
Attend site visits, client meetings, and tender interviews as needed
Work closely with clients, consultants, and key supply chain partners during the precontract stage
Identify project risks and value engineering opportunities early
Lead internal reviews and support clear project handovers to delivery teams
Ensure proposals align with sector-specific requirements (e.g. DfE guidelines, HTMs for healthcare, CDM regulations)
What We’re Looking For
Significant experience as a Preconstruction Manager or similar (e.g. Bid Manager, Senior Estimator)
Strong understanding of UK construction processes and sector requirements
Proven success working on education, healthcare, commercial, or roofing projects
Ability to manage multiple tenders with competing deadlines
Excellent communication and leadership skills, able to engage with clients, designers, and site teams
Experience in Asta Powerproject or similar planning tools
HNC/HND or Degree in Construction Management, Quantity Surveying, or related discipline
Full UK driving licence (travel to sites and client meetings will be required)
