An exciting opportunity has arisen for the role of Practice BusinessManager at Southgates and the Woottons Surgeries, a 10-partner practice,providing a caring, patient-focused and efficient service to over 23,000patients.

The practice operates across two sites, Southgates Surgery, located inthe historical Southgate area of Kings Lynn and The Woottons Surgery,approximately four miles away in the village of North Wootton.

The partners are open to change and looking to develop future systems, new business opportunities and services, in addition to those already offered to support patient satisfaction and financial stability.

Main duties of the job

The Partners arelooking for an exceptional leader with strong business management and financialskills, preferably with a degree-level qualification in finance/accounting. Itis essential that they have previous experience of financial management includingforecasting, budgets, maximising income, cash-flow and identifying new businessopportunities, as well as an understanding of strategic management, managing alarge team, HR, project management, and public relations.

The successful candidate will need to be able to work collaborativelywith the partners, both as a group and individually, to develop and implementstrategies. They will lead a large practice team, including the departmentalmanagers and the surgical team.

It is essential thatthe new manager can ensure that the practice continues to run smoothly, workingclosely with the Primary Care Network (PCN), exploring opportunities forcollaborative working and new services. They will review the staffing structureand utilisation of the buildings and propose and implement change whererequired.

Previous primary care management experience is not essential for thisrole, however, individuals without previous primary care experience will haveto demonstrate transferable knowledge and skills.

The practice is part ofthe Kings Lynn PCN working with two other GP surgeries with the aim ofreducing health inequalities and have recently been part of the opening of aHealth Hub, offering appointments for various practitioners via the practice,increasing availability and access.

The practice runs apopular surgical unit which offers a variety of surgical treatments and adviceon a referral basis. They have a team of well-respected surgeons and theatrestaff working in a CQC-regulated service.

An experienced training practice that provides training anddevelopment for medical students and doctors at all stages of their training,including registrars and newly qualified doctors in their foundation years and alsoother allied health professionals.

We are a large practice working with a clinical team including salariedGPs, a comprehensive nursing team, dispensers, allied health professionals clinicalpharmacists and a social prescriber, departmental managers and our skilledreception and administration team.

Job responsibilities

Job purpose

To manage, coordinate and oversee all aspects of the practice ata strategic level, primarily focusing on the financial aspects including optimisingefficiency and financial performance, maximising income and reducing costs. Thiswill include looking at ways to increase income, exploring all opportunities includingnew business proposals and providing costed business cases where required.

Through innovative ways of working, lead the team in promotingcontinuous improvement, confidentiality, collaborative working, servicedelivery, learning and development, and ensure the practice complies with CQCregulations.

Primary responsibilities

The following are the coreresponsibilities of the Practice Business Manager. There may be, on occasion,a requirement to carry out other tasks. This will depend on factors such asworkload and staffing levels.

The Practice Business Manager isresponsible for:

a)Overarching management of all clinical and administrative staffand direct line manager of the departmental managers

b)Overseeing the recruitment and retention of staff, having aneffective appraisal system, and resolving disciplinary or grievance issues

c)Maintaining and ensuring compliance with current HR legislation. Whenchanges occur, advise the Partners and advise on the best course of action

d)Ensuring that all staff have the appropriate level of training toenable them to carry out their individual roles and responsibilitieseffectively

e)Managing all financial elements of the practice, includingbudgets, petty cash, payroll, payments, receipts, pensions and superannuation,and Partners drawings. Ensuring that financial and contractual scrutiny isgiven on all transactions and activity, and set and approve budgets whenrequired

f)Ensuring the practice explores all opportunities to maximiseincome and reduce expenditure in collaboration with the Partners. Looking atall opportunities for income generation, including new business proposals orbuilding on current income streams and providing cost benefit analysis andbusiness cases when required

g)Working closely with the accountants, ensuring the data iscorrect and audited, looking at all revenue streams and, where appropriate,the correct clinical coding and/or recording has taken place

h) Briefing Partners, quarterly,on all financial matters, including forecasting and future sustainability, inline with the preparation of the quarterly accounts with the accountant

i) Managing contracts forservices, e.g., cleaning and building maintenance, ensuring that best valueis achieved

j)Coordinating the procurement of practice equipment, supplies andservices

k)Coordinating the reviewing and updating of all practice policiesand procedures

l)PCN working with the practices Clinical Lead and Management Teamto ensure that the practice team are kept up to date on PCN activities,future and recruitment opportunities, briefing the partnership when required

m)Leading and coordinating all projects within the practice (thiswould include developing the PCN, the further development of the practice,planning, risk-assessing and staffing reviews)

n)Coordinate and oversee the administration of the GP trainees andmedical students, ensuring all correspondence is dealt with in a timelymanner and all claims are submitted for payment, adhering to the timescales

o)Managing the compilation of practice reports and business plan,including long-term strategy, the practice development plan and businesscontinuity plan, exploring examples of good practice to influence theplanning of the surgerys prioritieswhich may include writing business cases and service level agreements

p)To provide visible management and leadershipfor the practices on both sites, ensuring that the practice staff are alwaysaware of local and national policy and service updates and opportunities,developing the role as a local leader of health and care provision within thelocal healthcare economy

q)Working with the team to reach QOF (Qualityand Outcomes) targets and all other quality incentive schemes signed up to bythe practice

r) Adopting a strategic approachto the management of all patient services matters

s) Ensuring ongoing practice CQCcompliance. Managing the process by which the practice maintains registrationunder the CQC. Working with the registered manager, Partners and the team inpreparation for CQC inspections

t) Developing and coordinating aneffective communication strategy (internal and external) and overseeing thecommunications for internal and external use, such as the practicenewsletter, website and social media

u) Overall responsibility for allthe incoming emails into the practice including NHS E, ICS and other externalagencies, ensuring they are viewed, actioned and forwarded when required,also developing the utilisation of generic email boxes for the managementteam

v) Ensuring the practice maintainscompliance with its NHS contractual obligations

w)Provide support to the Partners and the partnership to ensureexcellent team-working and a sound legal framework, including the recruitmentof new Partners, organisation of awaydays, and planning meetings, ensuring GProtas and holiday arrangements are managed efficiently

x)Ensure effective Partners meetings and practice meetings with clear agendas, minutes and action plans

y)Ensure regular departmental management meetings take place, actions arerecorded and reviewed, reporting to Partners when required

z)Marketing the practice appropriately

aa)Overseeing the running of the Patient Participation Group (PPG)

bb)Oversight of all complaints in line with current legislation andguidance

cc)Managing of estates and facilities, including health and safetyaspects such as risk assessments and mandatory training

dd)Work with the team and external IT providers to ensure that thepractices IT system and other technology (including alarms, phone systems,etc.) are secure, efficient and compliant with all relevant legislation. Ensuringall practice staff are given the training necessary to enable them to use theIT systems as safely and effectively as possible

ee)Running searching and interpreting data analysis when required

ff)Ensuring compliance with IT security and IG in liaison with theexternal Data Protection Officer

gg)Coordinating the practice diary, ensuring meetings are scheduledappropriately

hh)In line with the above, oversee the management of the surgicalservice, ensuring financial viability, compliance, performance activity andservice promotion if required

Secondary responsibilities

Inaddition to the primary responsibilities, the Practice Business Manager maybe requested to:

a.Deputise for the Partnersat internal and external meetings

b.Act as the primary pointof contact for NHS E, ICS, community services, suppliers and other externalstakeholders

c.Partake in audit asrequired
