Job description

Service Care Solutions are looking for a PR and Campaigns Officer to work within the Merseyside Police on a 12-month contract.

Location: Liverpool (L3)

Job role/responsibilities:
To provide a comprehensive multi-disciplinary public relations and external campaigns service to Merseyside Police to ensure the force delivers its strategy, reduces the fear of crime, and increases public confidence in the Force.

  • Collaborate with Senior Managers in the News and Communications team to develop and implement the annual communications plan aligned with Merseyside Police's strategy.
  • Conduct research to identify opportunities for campaigns that promote the force and address key crime issues. Analyse data to provide insights, supporting the force in identifying areas needing PR and campaign assistance.
  • Work with Chief Officers, strand and department leads, and other stakeholders to identify themes needing campaign support and recommend how communications can positively impact. Highlight issues or risks to the News and Campaigns Manager.
  • Create plans to communicate campaigns effectively to the public through traditional, digital, and social media.
  • Provide strategic advice to officers and staff on communications needs, acting as a liaison between the media, local policing areas, and departments. Manage reputational risks by approving media interactions.
  • Develop campaigns using the force's OASIS framework for best practices.
  • Coordinate with colleagues within the News and Communications team to integrate work and maximize communication channels.
  • Participate in planning meetings and commit to the resulting plans and activities.
  • Manage external suppliers and agencies as needed. Provide briefings for creative agencies to produce communication materials.

Knowledge/Experience required:

  • Extensive experience in delivering PR and campaigns for large organizations.
  • Must have multidisciplinary skills in media liaison, PR, campaigns, digital and social media, and design.
  • Strong understanding and experience with traditional media, multi-channel campaigns, online and offline techniques, and customer behavior. Ability to conduct research, analyze data, and develop PR campaigns.
  • Proficient in using digital and social media to boost Merseyside Police's online presence and communication.
  • Strong creative skills and basic design sense for print and online communications, with solid branding knowledge.
  • Knowledge of media law or willingness to undergo training.
  • Excellent written, oral, interpersonal, and presentation skills to effectively represent the force and communicate strategy, reducing crime fear and increasing public confidence.
  • Proficient in computer use with knowledge of various software packages.
  • Ability to simplify complex information clearly for non-specialist audiences.
  • Strong organizational skills, able to plan, prioritize, and meet deadlines with attention to detail.
  • Experience working with cross-disciplinary teams, commissioning work, and collaborating to ensure integrated activity.
  • Strong analytical skills and lateral thinking for problem-solving.
  • Willingness to learn emerging marketing communication trends.
  • A full driving license is desirable for travel within the Force area.
