Job description

Are you an analyst with outstanding critical thinking and leadership skills to craft strategy? If so, we’d love to hear from you!

About the Team

The Labour Markets and Distributional Analysis (LMDA) team is a friendly team of outstanding analysts and policy makers. We seek to bring together an understanding of households’ living standards and position in the labour market, with key labour market policies, such as the National Living Wage and DWP active labour market programmes.

Our part of the team, the Equalities & Living Standards Analysis (ELSA) branch, is made up of six analysts. Our branch aims to improve understanding of policy impacts on different societal groups. We support policy development across HMT by leading on poverty, cost-of-living, general living standards-related analysis, as well as equalities and disparities analysis.

We collaborate with the Distributional Analysis branch, comprising around seven analysts, advising Ministers on how tax and spending decisions impact households. We also work closely with Macroeconomic Coordination & Strategy in Economics Group on the Cost of Living, and with the Equalities Policy Branch in Public Spending Group on equalities analysis.

The post holder would contribute to the Darlington office expansion, working closely with team members based in Darlington, including a Director of the Personal Tax, Welfare and Pensions group.

About the Job

In this role, you will:

  1. Expand your team’s analytical capability: producing HMT’s poverty analysis.
  2. Brief seniors/ministers on living standards: providing ministers with the best evidence on living standards indicators beyond real household disposable income.
  3. Develop the living standards narrative: leading HMT Living Standards briefing, communicating evidence on living standards to relevant teams, including analysis supporting fiscal events.
  4. Influence policy: leading ad-hoc analytical projects on various policy areas, ensuring advice on living standards, distributional impacts, and equalities considerations informs policy development and ministerial advice.
  5. Lead external engagement: managing debates, FOI requests, correspondence, and parliamentary questions related to living standards.
  6. Build strong relationships: fostering positive relationships across Treasury and other departments to keep evidence and analysis relevant and up-to-date.
About You

A working knowledge of R or similar software is essential. You should be able to analyze data, communicate analysis effectively, motivate others, and lead analytical planning. Valuing diversity and inclusion, you will ensure fairness and opportunity for all. You will communicate complex analysis to senior, non-technical stakeholders, deliver high-standard products on time, and manage risks and priorities effectively.
