Job summary

HM Treasury is recruiting up to six Senior Executive Officers to join our Business and International Tax (BIT) and Personal Tax, Welfare and Pensions (PTWP) Groups. These roles offer exposure to high-profile tax policies that shape the UK's fiscal framework.

As a Senior Policy Adviser, you will develop policy options, advise Ministers, lead major policy projects from design to delivery, and collaborate across government, HMRC, industry and partners to deliver impactful outcomes.

Shape the Future

HM Treasury is recruiting up to six Senior Executive Officers (SEO) to join our Business and International Tax (BIT) and Personal Tax, Welfare and Pensions (PTWP) Groups.

These are exciting opportunities to work on some of the UK's most high-profile and strategically important tax policies. Successful candidates will help develop and deliver policies that raise billions of pounds for public services, support economic growth, drive the UK's transition to Net Zero, strengthen international tax transparency, and shape the future of the tax system.

We are recruiting across a range of teams and policy areas, including:
  • Energy and Transport Taxes, including fuel duty and the development of a new tax for electric vehicles.
  • Oil and Gas Taxation, supporting the government's long-term approach to energy security and the North Sea sector.
  • Emissions Trading Scheme (ETS) Policy, helping to shape carbon pricing and decarbonisation policy.
  • Excise Taxes, including gambling and vaping duties.
  • International Tax Transparency, working with international partners and organisations such as the OECD to tackle offshore tax risks.
  • Personal Tax Policy, covering areas such as income tax, National Insurance, labour market taxation and wider tax reform.
What Will You Be Doing?

These roles offer exceptional exposure to Ministers, senior partners and some of the most important policy challenges facing government.

About You

We are looking for people who can:

  • Make well-reasoned decisions based on evidence and analysis.
  • Build effective relationships and work collaboratively with a wide range of partners.
  • Deliver high-quality outcomes in a fast-paced and changing environment.
  • Communicate complex issues clearly and confidently.

Previous tax policy experience is beneficial but not essential. We welcome applications from candidates with strong analytical, policy, strategy, project management or partner engagement experience from a range of professional backgrounds.
