About the Team

The Budget and Finance Bill team is a friendly and encouraging team, responsible for delivering the department’s policy objectives through the Budget. The team works with policy specialists across the department to bring tax and spending policy together into a cohesive package.

About the Job

In this role, you will:

  • Lead on the preparation of the scorecard for Budget policy package decisions. Working with an economics degree apprentice, you will produce and maintain the scorecard (the key tool we use to advise the Chancellor on Budget strategyand underlying model in the run up to fiscal events, bringing together OBR forecasts and tax and spending policy.
  • Build excellent relationships with policy colleagues across tax, welfare, and public spending to ensure that policy options are presented accurately on the scorecard, and in a way that supports decision-making.
  • Present the scorecard to senior officials throughout the Budget process. Ensuring understanding of the latest package, as well as identifying and carrying out additional analysis (e.g., relevant historical comparisons) to support decision-making.
  • Play an active role in sustaining a supportive and friendly team culture, including line management of an economics degree apprentice. There may also be opportunity to contribute to the wider team’s priorities, such as publication of the Budget document and leading engagement with the OBR on policy measures.
  • Drive improvements to the team’s products and processes. Outside the Budget process, we will also work with you to identify fiscal strategy and priority project work, aligned with your interests and development goals, both within the team and across the Treasury.

About You

You do not need any specific qualifications or to have worked on tax or spending policy previously to apply for, and excel in, the role. The role is open to both analysts and non-analysts. We are looking for someone who :

  • Can quickly understand a wide range of policies and explain them clearly and concisely to senior colleagues.
  • Has sharp analytical skills to rigorously quality assure analysis of policy costs and responds to short notice asks from senior officials and the Chancellor’s teams.
  • Communicates effectively with a wide range of people, including handling challenge and landing difficult messages when both you and colleagues are very busy.
  • Is highly organised; can proactively plan their work and confidently collaborate with teammates and colleagues to deliver fast-paced 2–3-month projects.
  • Enjoys delivering quickly, both by leading colleagues to keep to plans and reacting to sudden changes in priorities.
