Portsmouth Water is recruiting a PMO Lead to oversee and manage delivery processes within the Asset Management team. This role ensures efficient execution of projects, programmes, and portfolios through robust reporting, governance, and assurance. It supports the capital delivery department by tracking progress, managing regulatory actions, and providing structured processes to enhance efficiency.
By implementing effective programme and portfolio management, the PMO Lead enables proactive risk management, opportunity identification, and data-driven decision-making. Working closely with internal teams and external stakeholders, this role ensures strong governance and reporting, ultimately delivering the best value service for Portsmouth Water customers.

What will you be doing?
Key Responsibilities

  • Establish and enforce governance frameworks to ensure structured, compliant, and value-driven programme execution.
  • Conduct regular programme and portfolio reviews to identify risks, opportunities, and alignment with strategic goals.
  • Oversee project quality assurance processes, ensuring thorough reviews at key stages from planning to closure.
  • Develop and maintain dashboards and reports to track key performance indicators (KPIs) and inform executives and stakeholders.
  • Implement reporting frameworks and tools to monitor programme outcomes and ensure regulatory compliance.
  • Improve and document key investment planning processes for the asset investment lifecycle.
  • Align financial and project reporting cycles to provide consistent, accurate reports.
  • Drive continuous improvement by enhancing project management processes, systems, and tools.
  • Provide coaching and training on governance, reporting, and project management best practices.
  • Represent Portsmouth Water in corporate stakeholder relationships and key industry forums.

What do you need?
Skills, Qualifications & Competencies

  • Extensive knowledge of project management methodologies (Agile, Waterfall, Hybrid, etc.) and relevant tools.
  • Strong understanding of governance, risk management, and compliance framework requirements in programme and portfolio management.
  • Process capture, improvement and standardisation, driving efficiency and consistency in project execution.
  • Proficiency in project management software (e.g., MS Project, Jira, Asana, or similar tools), as well as data visualisation tools (e.g., Power BI, Tableau).
  • Strong expertise in lifecycle governance control, ensuring projects adhere to established frameworks and best practices.
  • Leadership, communication, and interpersonal skills, with the ability to engage effectively with senior stakeholders.
  • Excellent analytical and problem-solving abilities, particularly in the context of project performance and risk management.
  • Bachelor’s degree in Analytics, Project Management, or a related field (Master’s degree preferred), or equivalent experience (minimum of 5 years in the field of Portfolio, programme and project management / reporting)
  • Strong experience in developing, implementing and managing management reports, balanced scorecards and project/portfolio reporting frameworks.
  • Proven track record of managing complex, cross-functional projects and portfolios, particularly with a focus on reporting and performance metrics
  • Experience in the Implementation of governance frameworks and associated decision-making framework
