Are you passionate about translating complex business needs into impactful systems solutions? We’re looking for a PMO Investment Systems Development Manager to join our dynamic Delivery Portfolio Management team and lead the delivery of high-quality systems that support our growing Investment Programme.
In this pivotal role, you will act as the bridge between internal business stakeholders and our IS Alliance partners. You’ll manage the end-to-end development lifecycle of our investment systems—from identifying business needs to system design, testing, deployment, and continuous improvement.
Your expertise in both business processes and managing system development will ensure that our tools deliver real value—improving efficiency, enhancing user experience, and supporting robust governance.
The role oversees a critical tracking system that underpins the Capital Investment Programme - Totex Delivery Workflow - a bespoke tool , built on a low-code platform used to enable the AMP8 governance framework - governing everything from expenditure ceiling approvals, milestones , key project deliverables to the meta-data behind every approval . This system supports our £8 billion capital investment programme and integrates with tools like Primavera P6 and NPlan , a n AI predictive planning engine to deliver a full picture of the capital delivery process both current & future.
Key responsibilities:Managing development needs from initiation through to deployment, ensuring solutions reflect the broad impact across 400–500 users
Designing and delivering best-in-class platforms with a focus on quality assurance, compliance, and user-centric outcomes
Direct l ine management of 1-2 Headcount plus budgetary ownership and strategic oversight
Monitoring performance against quality standards, timelines, and expectations
Documenting detailed, actionable requirements that reflect both governance and operational needs
Negotiating scope, timelines, and costs to maximise value and meet evolving requirements
Writing and executing robust test plans and scripts
Coordinating user testing across business areas, incorporating feedback into system refinements
Ensuring corrective actions are implemented and all requirements are fully satisfied
Leading contract negotiations and managing supplier expectations
Resolving support issues promptly and transparently
Ensuring seamless system integration and fostering stronger cross-team collaboration
Analysing data to identify optimisation opportunities and support the Capital Investment Process
Ensuring adherence to data protection, IT governance, and compliance frameworks
Driving continuous improvement initiatives and embedding stakeholder engagement into the governance model
You’ll thrive in this role if you are:
An experienced systems or business analyst with a strong background in project or programme management environments
A confident communicator and skilled negotiator who can represent business needs effectively with technical teams and suppliers . Through your p articipation in the Continuous Improvement Forum you’ll need to be robust and proactive, with active stakeholder management to see individual user challenges with empathy, but deliver a best for all product .
Proficient in using tools like Azure DevOps and experienced in system testing & data analysis
Strategic and detail-oriented, with a focus on delivering real business value
