Job summary

The Planner Jobs Redactive Publishing Limited is seeking a Planning Performance Manager to join the Town Planning department on a 6-month contract. The role requires delivering strategic advice to the Assistant Director of Planning and guiding the planning and building control services on development and improvement.

You will work with senior colleagues to monitor performance, drive service improvements, manage data, and oversee procurement, recruitment, and the online presence.

Responsibilities

• Provide strategic advice to the Assistant Director of Planning on development and improvement.
• Lead financial and budgetary management, performance improvement, and marketing.
• Monitor local and national performance and manage data provision and analysis.
• Ensure customer satisfaction for planning and building control services and handle FOI responses.
• Collaborate with Transformation Team to enable process efficiency through digital tech.
• Identify service improvement opportunities and lead implementation.
• Line-manage Technical Support Team Leader and support transformation.
• Support preparation for Local Government Reform and unitary authority transition.
• Report to Extended Leadership Team and Portfolio Holders on delivering improvement.
• Support corporate service and business planning for planning and building control.
• Manage procurement and contract management for the services.
• Oversee staff learning and CPD.
• Manage recruitment for planning and building control services.
• Oversee online presence of the planning and building control services.
• Deputise for the Assistant Director when required.

Education

Post-graduate degree in planning or related discipline (RTPI eligible)

Job description

Carrington West are assisting their local authority client in the search for a Planning Performance Manager to join their Town Planning department on an initial 6 month contract.

The role is will require you to provide strategic advice to the Assistant Director of Planning and to the planning and building control services on continuous development and improvement.

Main Areas of Responsibility:

• 1.Work with and represent the Assistant Director - Planning and the Head of Development Management on financial and budgetary management, performance improvement, monitoring and marketing
• 2.To be responsible for local and national performance monitoring and the maintenance, provision and analysis of data
• 3.To be the guardian and driver of customer satisfaction for the planning and building control services and oversee complaint and FOI/EIR responses
• 4.To work with the corporate Transformation Team, Assistant Director - Planning, the Head of Development Management, Manager and Team Leaders, and the Head of Digital and Innovation, to enable and implement process and system efficiency including through information, digital and automated technology.
• 5.To identify opportunities for service improvement and lead their implementation
• 6.To line manage and work with the Technical Support Team Leader to support transformation and improvement and maintain high-quality support to the planning and building control services
• 7.To support the planning and building control services in preparing for Local Government Reform and transitioning to a new unitary authority
• 8.To work with and report to the Council's Extended Leadership Team, Corporate Leadership Team and Portfolio Holders in delivering improvement.
• 9.To support corporate service and business planning for the planning and building control services
• 10.To manage procurement and contract management for the planning and building control services
• 11.To manage staff learning and continuous professional development for the planning and building control services
• 12.To manage recruitment for the planning and building control services for the planning and building control services
• 13.To manage the on-line presence of the planning and building control services
• 14.To deputise for the Assistant Director - Planning and Head of Development Management when required
• 15.To undertake such other relevant duties as may be required by the Executive Director Place & Regeneration and the Assistant Director - Planning

It would be beneficial to hold a Post-graduate degree in planning, regeneration or a related discipline, and have the eligibility for membership of RTPI.

The council are looking for candidates who will be able to hit the ground running and are offering hybrid working arrangements with a weekly office presence required.

Carrington Pay Rate - £Flexible subject to experience
