Purpose of the Job:

To be responsible for processing Development Management matters within an area-based or function-based team, including handling pre-application advice, planning applications, appeals, and enforcement. This includes negotiations with developers and other interested parties, and securing financial and community benefits through legal agreements.

To work with the Area Team Leader to achieve timely, effective planning outcomes that uphold the Council’s Core Values and meet the challenges of Best Value and Comprehensive Performance Assessment.

To be accountable to the Area Team Leader for achieving service outcomes and personal targets.

To ensure statutory and legal obligations are delivered and communicated in a customer-focused manner, optimizing available resources.

To provide advice and support to junior colleagues as required.

To deputise for the Area Team Leader when necessary (P03).

To represent the Council as an expert spokesperson on issues related to their area of responsibility (P03).

Knowledge and Skills:
  • Knowledge and ability to promote and implement equal opportunities in line with Council guidelines.
  • Ability to understand plans and drawings related to complex planning applications and projects.
  • Knowledge and ability to operate IT systems and equipment.
  • Extensive knowledge of planning legislation.
  • Knowledge of planning issues affecting the inner city.
  • Knowledge of Best Value criteria.
  • Experience in developing and/or implementing service improvements, including understanding of Best Value and quality assurance systems (P03).
  • Experience in ensuring the delivery of Planning Projects and Development Management functions within agreed timescales and quality standards.
Work-Related Experience:
  • Experience providing services to customers and being accountable for these services.
  • Experience handling a wide range of development control work and dealing with complex applications and projects.
Qualifications:
  • A relevant qualification in Town Planning or equivalent supporting RTPI membership, or a postgraduate qualification in a related discipline with relevant experience in development management and a commitment to attain a Town Planning qualification.
  • In-depth post-qualification experience in Planning, particularly relating to the Development Control process.
