Job summary

Bellway's Eastern Counties Division in Cambridge is recruiting a Planning Manager to advise land teams on planning policy, development control and risk profiling for residential and mixed-use schemes. You will work with the Strategic Land Team and divisional management to progress strategic land and maximise commercial returns.

You will negotiate with landowners, Local Authorities and communities, prepare planning reports, and drive planning strategies to secure timely consents while supporting

Qualifications

  • Experience of working as a Planner or Planning Manager.
  • Experience addressing the general public as well as council officers and committee members in a public forum.
  • Willing to travel to potential land opportunities and external meetings on a regular basis.

Responsibilities

  • Provide day to day planning advice to land teams on residential schemes and mixed-use developments.
  • Support Strategic Land Team to deliver strategic sites for the division.
  • Prepare Planning Reports showing planning and commercial risks for land acquisitions.
  • Formulate planning strategies to obtain timely planning consent and maximise returns.
  • Prepare and submit planning applications with appropriate information to ensure registration.
  • Attend Planning Committee Meetings and speak on behalf of the company when required.

There is an exciting opportunity to join Bellway, one of the UK's largest house builders. Our Eastern Counties Division located in Cambridge is looking to recruit a Planning Manager to join the Division's Land department.

The Role

As Planning Manager, you will report directly to the Land Director, with responsibility for advising land teams on all aspects of planning policy and development control effecting land acquisition. Working closely with the wider technical and land teams, you will support a mix of planning delivery, risk profiling, and assisting with the progression of the strategic land for the division.

This is an exciting opportunity to join Bellway's Eastern Counties Division at a critical time of growth, playing a key role in supporting both strategic land activity and wider divisional priorities.

Principal Accountabilities Of The Planning Manager Role Include

  • Provide day to day planning advice to land teams primarily on residential schemes but also mixed-use developments.
  • Work alongside the Strategic Land Team to deliver strategic sites for the division.
  • Identify and advise divisional land teams of potential development sites that may become available through the prevailing/emerging planning policy.
  • Promote sites through the Local Plan system and keep landowners/agents as well as the divisional management team advised of progress.
  • Prepare Planning Reports on land to be acquired by the division identifying any planning/commercial risk.
  • Formulate planning strategies in order to obtain a planning consent in a timely manner within an appropriate deadline that allows the division to deliver sales completions in accordance with forecasts and which maximises commercial returns for the company.
  • Negotiate with landowners, Local Authority officers and the community regarding residential development proposals. Also ensuring that they are commercially viable and capable of achieving a planning consent within a reasonable timescale.
  • Negotiate S106 agreements with the Land Team as appropriate in accordance with the Company's requirements and advise the division of the commercial implications.
  • Prepare and submit planning applications with accompanying scoping and screening opinions and the appropriate level of information to ensure the application is registered and processed by the Local Authority and compliant so that they are not capable of legal challenge.
  • Attend Planning Committee Meetings and speak/present on behalf of the company as necessary.
  • Prepare, submit and process appeals, including the ability to prepare proofs of evidence and represent the company at any Hearing/Inquiry as necessary.
  • Assist in delivering the businesses Better with Bellway KPI's.
  • Manage expenditure and prepare budget costs for planning application/appeals including the appointment of Consultant teams and ensuring expenditure is within the agreed budget.

Qualifications And Training

  • Planning or Surveying Degree or above or equivalent is desirable
  • RICS or RTPI
