Pharmacy Manufacturing Business & Contracts Manager (XN10)

The West Yorkshire Association of Acute Trusts (WYAAT) is seeking a dynamic, friendly, and engaging individual to join the leadership team of the new Pharmacy Manufacturing Unit Hub. The hub is scheduled to open in Summer 2026 and will produce a range of injectable medicines in line with the Carter report of 2020.

This is a key role as we expand the current unit based at Leeds Teaching Hospitals (Moor House). We are looking for someone with significant leadership experience in pharmaceutical services and knowledge of NHS acute hospital pharmacy services, to help increase the scale and complexity of our operations.

You will join an experienced, high-performing leadership team overseeing unlicensed aseptic units, an unlicensed radiopharmacy service, and licensed manufacturing services including aseptic production and repackaging. Our Quality Assurance Department supports all functions across our Preparative Service, including medical gases, minor product defect reporting, and unlicensed medicines assessment.

Main duties of the job

This role involves liaising with customers and stakeholders to meet the evolving needs of hospitals within the WYAAT collaboration. Developing a robust business plan will require engagement with senior colleagues across trusts and departments such as estates, finance, HR, and procurement.

The successful candidate will analyze operating costs and methods to ensure efficiency and quality. They will also lead a small team managing the new facility's security, logistics, IT systems, and business support functions.

Key relationships will include the PMU hub leadership team, to inform discussions on new products, manufacturing methods, operational capacity, and benefits realization.

The Pharmacy Department at Leeds Teaching Hospitals is highly regarded for collaborative working and is expanding to include a new Pharmacy Aseptic Medicines Hub, part of a national program to transform aseptic services in England. WYAAT is a designated pathfinder site for this initiative, overseeing the implementation and operation of a new aseptic facility to supply large volumes of injectable medicines.

Job responsibilities
  • Coordinate business planning and manage all aspects of infrastructure for the Pharmacy Manufacturing Hub, aligned with the Strategic Plan.
  • Negotiate and monitor Customer Contracts, Service Level Agreements, Business Cases, and Capital Bids.
  • Develop and oversee strategies for service and material cost management.
  • Maintain and improve customer relations.
  • Support the development and expansion of the Pharmacy Manufacturing Hub.
  • Provide assurance to the WYAAT Pharmacy Aseptics Collaboration Board and LTHT MMPS Senior Leadership Team.
  • Establish and implement a commercial business planning strategy.
  • Foster relationships with LTHT MMPS, Finance, Estates and Facilities, Procurement, and the Hub Leadership Team.
  • Manage the day-to-day operations of the Hub, including maintenance, utilities, and high-value contracts.
  • Line-manage the Hub Business Support Team.
  • Ensure compliance with regulatory standards and act as the on-call contact for emergencies.
Person Specification
Qualifications
  • Postgraduate management qualification at Masters level or equivalent experience.
Skills & Behaviours
  • Strong planning and organizational skills for complex activities.
  • Excellent teamwork and relationship-building skills within and outside the Trust.
Experience
  • Leadership experience in NHS pharmaceutical services, including contract management, business planning, and budgeting.
  • Experience managing change in complex organizations.
  • Knowledge of the UK Specials Market.
