Performance Officer Job Description

Job Purpose:

A dedicated resource is required to work alongside a lead CareCubed negotiator to review and challenge non-standard fee rates and develop processes & procedures attached to the brokerage and commissioning service. As part of our commitment to deliver savings across multiple key areas, we are looking for a Grade 6 worker to support the work for our CareCubed project. Care Cubed is a national care costing tool used by both care providers and commissioners to understand, benchmark, and negotiate the cost of care placements. We are seeking a well-motivated individual with strong communication skills and a passion to make positive changes.

Key Responsibilities:
  1. Processing requests for Care Cubed across Adult Future Options, Mental Health, and Living and Aging Well.
  2. Managing an email inbox.
  3. Conducting residential market mapping.
  4. Liaising and working closely with social care teams, providing advice and guidance regarding providers and cost negotiations.
  5. Managing relationships with providers, ICB, and social work teams; acting as a key liaison contact to request information in line with reporting deadlines.
  6. Facilitating meetings and discussions.
  7. Supporting the lead negotiator in providing training and upskilling to staff and providers to embed new ways of working.
  8. Attending negotiation training and other related training.
  9. Managing the CareCubed system and trackers to record costs saved.
  10. Supporting project delivery in accordance with council financial, procurement, legal, gateway, and management procedures.

Experience in adult social care and/or brokerage is beneficial. Experience of working within a project management framework to deliver against conflicting demands is also desirable. The role requires excellent personal organization and communication skills, proficiency in IT (including Microsoft packages), and a willingness to learn new systems. Knowledge of service procurement, contracting activity with providers (including limited companies and third sector organizations), financial management, and negotiation skills are essential.

Full-time employees work 37 hours per week for 52 weeks, with a generous holiday entitlement. We offer flexible working options, including reduced hours, part-time work, or job sharing. Starting salary is at the bottom of the grade unless payslip evidence indicates a higher basic pay. We are committed to pay equality, and roles may undergo evaluation affecting pay arrangements from 2026.
