Job description

Join us as a Performance Analyst and play a pivotal role in shaping the future of the Government Cyber Security Strategy (GCSS). In this dynamic position, you will be at the forefront of performance monitoring and evaluation, providing essential technical support to craft and execute a robust Performance Framework. This framework will be instrumental in tracking the progress of our ambitious Government Cyber Security Strategy (GCSS).

This role offers an exciting opportunity to work in a fast-paced, dynamic team, with a breadth of stakeholders including in other Government departments, the National Technical Authorities and the Agencies, and to contribute to delivering improved security across Government. It should be noted that the Cyber Directorate will shortly be transferring to form part of Government Digital Service (GDS), within the Department for Science, Innovation and Technology.

We're seeking an experienced Monitoring and Evaluation or performance professional ready to engage with key stakeholders across the Government to develop and implement cross-Government performance reporting. Your expertise will be crucial in ensuring we effectively measure the impact of our cyber resilience efforts.

Additionally, you will collaborate closely with the Head of Monitoring and Evaluation to establish innovative evaluation and learning processes. These will facilitate deeper insights into how departmental and central cyber resilience interventions are driving positive outcomes for government cyber security. This post is subject to a DDAT skills assessed non pensionable pay lead. In certain circumstances exceptional candidates may be eligible for a higher starting salary.

Working closely with the Head of Monitoring and Evaluation and Transformation Lead, the post holder will contribute to:

  • Theories of change – consult with GCSS stakeholders to refine theories of change at the GCSS outcome and cyber portfolio level to develop innovative ideas for new projects.
  • Indicator and milestone development - consult with GCSS stakeholders and departmental cyber leads to identify indicators and milestones to measure GCSS outcomes.
  • Target development - consult with senior stakeholders, including the Cyber Directorate Senior Leadership Team, to develop stretch targets (attached to the indicators).
  • Reporting - develop a performance reporting template and run performance reporting cycles every six months with GCSS outcome owners.
  • Reporting products - use the reporting data to create performance products including a dashboard and slide deck reports, to inform evidence-based decision-making at both the implementation and strategic level.
  • Evaluation and learning - provide technical support to the design and implementation of evaluation and learning pilots for key government cyber resilience themes.
