About the Team

As People Operations Manager, you will provide support to the Workforce and Resourcing Senior Business Partner who is responsible for business partnering, leading the agency’s approach to workforce planning, delivering on the agency people priorities, as well as leading operational delivery across the People and Culture Team and supporting casework activity.

The GIAA People and Culture Team is a small and busy team, and this role requires a confident, experienced HR professional who will actively contribute to the delivery of HR objectives. You will be required to use a breadth of HR knowledge to support and deliver on a wide range of people activities from producing workforce planning metrics, drafting and reviewing policies, providing professional HR advice, including first tier casework, to participating in HR projects, including ED&I activity.

About the Job

In this role, you will:

  • Provide proactive, high-quality advice and guidance to managers and staff across a generalist HR remit including but not limited to: HR policies and procedure, pay and benefits, performance management and attendance management and be able to identify when the complexity of a query requires more specialist and expert advice.
  • Lead and oversee the first-tier people enquiries inbox using your depth of HR knowledge and experience to coach and support Executive Officer (EO) People Support Officers in resolving the queries.
  • Support HR delivery across the People and Culture Team and act as the first point of escalation for initial casework by providing advice and seeking input from the wider team when necessary.
  • Lead the annual people survey, and oversee the delivery of an effective occupational health, employee assistance programme and employee reward scheme.
  • Support the wider People and Culture Team by undertaking Job Evaluation (JEGs) analysis for newly created roles.
  • Lead and implement tasks to support the smooth running of the People and Culture Team, including leading on our data cleanse project and providing hands on support for our L&D hub including guiding people through the application and assessment processes for any government wide talent development schemes.
  • Support the development, review and implementation of People policies, procedures, guidance, toolkits and employee relations frameworks in line with legislation, terms and conditions of service and best practice.

About You

The successful candidate will have:

  • Recent generalist HR experience working in an operational HR team with a well-rounded knowledge of employee relations, resourcing, L&D, policies and procedures and diversity and inclusion.
  • Experience of HR policy development, review and implementation and evidence of strong written and verbal communication skills.
  • Experience of providing support to a business partnering service including problem solving and making effective decisions.
  • Strong team player with a flexible approach to work, experienced in managing workloads and meeting changeable deadlines.

Hybrid Working is available to GIAA colleagues. This means a combination of office working and working from home. This includes time spent in our GIAA office locations and can also include any time spent attending our customers' sites.

GIAA colleagues are expected to work in an office location for three days a week on average (60%). Naturally, this expectation will be applied on a pro-rata basis for people who have a part-time or compressed hours working pattern.
