Job summary

Howard Civil Engineering is seeking a hands-on People & Culture Manager to own the people function and partner with site and office teams across Leeds. You will drive HR policy, employee engagement and compliant practices while shaping our workplace culture and supporting managers with ER matters.

The role requires broad HR experience, strong communication, and the ability to deliver practical solutions within a growing civil engineering environment.

Qualifications

• Significant generalist HR experience at management level (HR Manager/Senior HR Advisor/HRBP).
• Experience in an SME environment managing a broad HR remit.
• Strong knowledge of UK employment law and hands-on employee relations experience.
• CIPD Level 5 qualification or equivalent demonstrable experience.
• Experience supporting organisational change and developing positive workplace cultures.
• Experience implementing or improving HR systems and processes.
• Excellent communication skills and ability to build relationships at all levels.
• Proactive, organised and solutions-focused with the ability to work independently.
• Strong IT skills and ability to use HR data to support decisions.
• Experience in civil engineering/construction environments is advantageous.

Responsibilities

• Provide practical HR advice and support to managers across the business.
• Assist with employee relations matters including disciplinary and grievances.
• Ensure compliance with UK employment law and HR best practice.
• Develop and implement HR policies, procedures and internal communications.
• Oversee onboarding, leavers and HR documentation and records.
• Support training, development, and succession planning.
• Develop HR reporting and KPIs to inform management decisions.
• Lead HR system development and continuous improvement initiatives.
