Job summary

The Pensions Regulator in Brighton is seeking a Pensions Reform Programme Manager to lead the end-to-end delivery of the Pensions Reform agenda, coordinating multiple workstreams and ensuring outcomes are delivered at pace and with coherence.

This senior role requires strong judgment, credibility with executive sponsors, and the ability to influence at ExCo and Board levels while focusing on outcomes that benefit savers and the market.

  • Hold overall responsibility for end-to-end delivery of the Pensions Reform agenda, ensuring outcomes are delivered at pace and with coherence across workstreams.
  • Work with Executive Sponsors and Accountable Executives to translate strategic direction into clear delivery focus, priorities and plans.
  • Establish and maintain an outcome-led delivery framework, ensuring clarity of outcomes, outputs and measures, and alignment to TPR's Corporate Strategy and Business Plan.
  • Lead and coordinate delivery across multiple teams, actively managing dependencies, sequencing, risks and trade-offs.
  • Build and lead a delivery team with strong collaboration and accountability.
  • Provide clear reporting to senior forums, including ExCo and Board, highlighting progress and options.

TPR grade & pay group: Grade 6 -Core

Salary: £69,398.00 Per Annum (Includes 10% Market Premia)

Contract type: Permanant

Location: Brighton/hybrid 6 days per month in the office

The Role And Responsibilities

We are looking for an experienced Programme Manager to lead delivery of TPR's Pensions Reform agenda; a complex, high-profile set of reforms with the potential to make a significant and lasting difference to pension savers across the UK.

This role will sit at the centre of TPR's response to major legislative change following Royal Assent, working closely with Executive Sponsors, Accountable Executives and delivery teams to ensure reform moves from policy intent into coherent, confident and outcome-focused delivery.

The Programme Manager will be responsible for shaping and driving an outcome-led delivery approach across multiple interdependent workstreams, ensuring pace is maintained, dependencies are actively managed, and delivery effort is focused on achieving the outcomes that matter most for savers and the market.

This is a senior delivery role requiring strong judgement, credibility with executive stakeholders, and the ability to lead through influence in a complex regulatory environment.

You Will

  • Work in close partnership with Executive Sponsors and Accountable Executives to translate strategic direction into clear delivery focus, priorities and plans.
  • Establish and maintain an outcome-led delivery framework, ensuring clarity of outcomes, outputs and measures, and alignment to TPR's Corporate Strategy and Business Plan.
  • Lead and coordinate delivery across multiple teams and disciplines, actively managing dependencies, sequencing, risks and trade-offs.
  • Build and lead an effective delivery team, fostering strong collaboration, shared ownership and accountability.
  • Provide clear, confident reporting and insight to senior forums, including ExCo and Board, highlighting progress, risks, options and recommended actions.
  • Ensure delivery activity remains focused on doing the right things, in the right order, avoiding duplication, rework and unnecessary complexity.
  • Work closely with enabling functions including Strategy, Risk, Finance, DDAT and Communications to support successful delivery and adoption.
  • Manage programme finances, resources and external support to ensure delivery within agreed tolerances of time, cost and quality
