Job summary

Civic Recruitment Limited is partnering with a local authority to recruit a Payroll Administrator for an 11-month contract. The role focuses on managing payroll, pensions, and related statutory payments while ensuring confidentiality and compliance. This position supports employees and stakeholders with accurate payroll processing.

The 35-hour week is split as 3 days remote and 2 days in the Clifton office, with potential for extension depending on performance and funding.

Qualifications

  • Extensive experience in payroll administration within a medium to large organisation.
  • Proven ability to process payroll, pensions, statutory payments and expenses.

Responsibilities

  • Oversee payroll and pension systems to ensure accurate processing.
  • Handle employee expenses, statutory payments, salary adjustments and pension contributions.
  • Ensure deadlines and service standards for payroll activities.
  • Maintain payroll records with data integrity and confidentiality.
  • Reconcile payroll control accounts and related financial records.
  • Record payroll transactions in financial systems accurately.
  • Investigate and resolve payroll discrepancies as needed.
  • Maintain manual and computerised records with regular reconciliations.

Summary
  • This role involves managing and enhancing the payroll and pensions functions for a local authority on an 11-month contract. The position is crucial for ensuring that all payroll transactions, statutory payments, pension contributions, and employee records are processed with precision, confidentiality, and compliance with relevant laws and policies. The successful candidate will offer expert payroll support, uphold financial controls, contribute to system enhancements, and deliver exceptional service to employees and stakeholders.
Responsibilities
  • Oversee and manage payroll and pension systems to ensure accurate and timely processing.
  • Handle employee expenses, statutory payments, salary adjustments, deductions, and pension contributions in compliance with current legislation and organizational policies.
  • Ensure all payroll activities meet agreed deadlines and service standards.
  • Maintain payroll records, ensuring data accuracy, integrity, and confidentiality.
  • Operate and reconcile payroll control accounts, including net pay, pension, and deduction accounts.
  • Ensure payroll transactions are accurately recorded within financial systems.
  • Investigate and resolve discrepancies as needed.
  • Maintain manual and computerized records, ensuring regular reconciliation and compliance with financial controls.
Requirements
  • Extensive experience in payroll administration within a medium to large organization.
  • Proven experience in processing payroll, pensions, statutory payments, and employee expenses.
  • Experience in reconciling payroll control accounts and maintaining financial records.
  • Ability to produce payroll reports, management information, and statutory returns.
  • Skilled in addressing complex payroll queries and resolving issues effectively.
  • Proficiency with payroll and financial systems.
Essential Qualifications
  • GCSE Maths and English (Grade C/4 or above) or equivalent.
  • Payroll qualification or equivalent relevant payroll experience.
Additional Information
  • Working hours: 35 hours per week
  • Work pattern: 3 days remote, 2 days in the office
  • This position is temporary to permanent, with the salary remaining the same.
  • Enhanced DBS required.
  • Interview dates: Week commencing Monday, 7th September via Teams; second interview on Monday, 14th September in person at the office in Clifton.
