Job Opportunity – Part Time Finance Manager – Permanent – South East England

One of my local government clients are currently on the lookout for a Finance Manager to join the team on a part time basis for a permanent placement.

Contract Type: Permanent

Salary: 50– 55k DOE

Hours: 18–22 p/w

Start Date: May

Hybrid working: some office presence will be needed.


The Finance Manager oversees the day to day operation of their service, ensuring:

  • That sound and appropriate financial governance arrangements are in place across the company.
  • That all relevant financial accounts, statistical reports or required returns are completed accurately and on time.
  • That accurate financial planning and analysis drives strategic business decisions.
  • That all financial management operations and accounting processes are accurate and robust.
  • That financial risk, including credit, market, liquidity, and operational risks, are managed.
  • That cash flow is appropriately managed.
  • That key interfaces are maintained with appropriate data flows to enable financial transactions to flow seamlessly.
  • That commercial acumen is deployed for resource and process decision making.
  • That resource planning, people leadership and, reward & recognition is clear, visible and effective.

Main Duties:

  • To lead on all financial management, overseeing financial operations and accounting processes.
  • To manage the preparation of all financial reporting, including monthly financial statements, budget variance analysis, and year–end financial reports.
  • To develop and implement financial strategies aligned with the company's strategic goals.
  • Provide strategic recommendations to the Head of Corporate Services and members of the executive management team.
  • To manage the closure of the Company's accounts, ensuring compliance with accounting standards and legislation to enable the company to discharge its obligations.
  • Manage cash flow and forecasting, develop a reliable cash flow projection process, and reporting mechanism.
  • To ensure the company has sound internal control, risk management and assurance processes in place.
  • Analyse and manage risk, including credit, market, liquidity, and operational risks.
  • Drive the continuous improvement of end–to–end accounting practices.
  • To produce and present regular detailed financial reports on revenue and capital funds to the Senior Leadership team and company Board.
  • To lead on the design and delivery financial management and financial procedure training.
  • To drive the implementation of excellent service function to ensure a standardised approach to delivery. This will include embedding the function as well as the continued drive for improvement in process.
  • To work closely with senior management to develop and control the company's annual budget including any supporting strategies or longer term plans, ensuring that this is affordable, monies are safeguarded and that the Company operates to agreed financial guidelines, in line with company policy and accounting codes of practice, to enable the Company to produce a balanced budget that is affordable.
  • To establish and develop relations with senior management, external partners, and stakeholders.
  • To lead financial planning and analysis efforts, offering insights and financial advice that will allow the company to make informed business decisions.
  • To keep abreast of and ascertain the financial consequences of new policies and legislation which will impact upon the company's financial forecasts and financial accounts.
  • To clearly and appropriately communicate complex financial information to non-financial officers at all levels.
  • To take personal responsibility for health and safety at work and ensure adherence to the relevant policies and procedures.
  • To undertake such duties appropriate to the grade and character of work as may be reasonably required by the Company.
  • To comply fully at all times with the Company's policies and ensure that guidance and instruction are adhered to.

Essential Competencies:

  • Extensive Knowledge of budget preparation, forecasting and modelling systems and techniques developed over a 2–4 year period.
  • Extensive Knowledge and experience of private sector finance and legislation.
  • Extensive Knowledge of the relevant Code of Practice.
  • Extensive Experience of working with Shared Services, LATCO or other Local Authority.
  • Excellent financial analytical skills and the ability to undertake complex reconciliations.
  • Excellent people leadership skills.
  • Excellent interpersonal and communication skills.
  • Excellent stakeholder engagement skills.
  • Ability to inspire co–operation and co–ordinate activities across teams to actively promote a holistic approach to leadership and management.
  • Ability to manage and develop teams in the achievement of contractual outcomes, addressing performance issues effectively as required.
  • Providing excellent attention to detail and high levels of accuracy.
  • Ability to make decisions rationally and communicate rationale.
  • Ability to apply methodical and logical approach to problem solving and ability to lead others to do so.
  • Proven customer or stakeholder focus.
  • A CCAB qualification is required
