Kirklees Council are advertising this role on behalf of Stainland & District Parish Council.

Stainland and District Parish Council currently have a vacancy for the role of Clerk and Responsible Financial Officer to the council.

About The Role

This is a paid position within the council unlike the role of Parish Councillors who give their time voluntarily.

The Clerk and RFO is known as the ‘Proper Officer ‘ – a legal term meaning the appropriate officer for a specific function. All Parish Councils must appoint such an officer to take responsibility for ensuring the councils finances are properly administrated. The position is often combined with that of the Parish Clerk as in this case which makes for an interesting and varied role.

Typical duties include preparing agendas and taking minutes at meetings, advising the council on legal matters, administrating the council’s finances, organising the council’s policies and procedures, gathering information to help the council make decisions, taking enquiries from residents and negotiating with other organisations.

This is a remote / working from home position with flexible hours however attendance at Council meetings which are held on the last Thursday of the month from 6.30pm, is expected.

This is a permanent role of between 10 and 12 hours per week. Salary is based on The National Association of Local Council pay scales SCP 18-23 (£15.84 -£17.29 per hour) depending on experience and qualifications.

Skills and Qualifications

A certificate in Local Council Administration CiLCA is desirable, alternatively experience of working in local government administration or finance roles together with the use of accounting packages and Office 365 would also be applicable.

The council offers Support and training for the role via the Yorkshire Local Councils Association and the Society of Local Council Clerks who offer a range of training packages for new and experienced Clerks and RFO’s.

The post would suit a skilled communicator, who can work on their own initiative and prioritise workloads to meet set deadlines. A community minded attitude and a collaborative approach to working with councillors and other organisations are also key to the role.
