SUMMARY: Management Business Solutions is seeking an Organizational Development Consultant / Interim Assistant Director for its client in Grand Rapids, MI. The person will support the department by building structure, processes, and sustainable operations across several critical functions. The ideal candidate will bring a strong background in organizational development, process improvement, and strategic planning in public-sector or transportation environments.

RESPONSIBILITIES:

  • Finalize Departmental Video Surveillance Policy, associated SOPs, and staff training modules.
  • Complete and implement Parking Services Operations SOPs and corresponding training framework.
  • Create and implement a QA/QC process for all departmental SOPs.
  • Develop and formalize the Department Policy Development process, including update schedules.
  • Drive improvements to the Annual Budget Process.
  • Map Capital Projects with status updates and public-facing communication formats.
  • Finalize the Annual Communication & Educational Campaigns Program, including bi-annual workplans and budgets.
  • Structure and finalize a 5-Year Capital Project Plan, inclusive of budget and project inclusion criteria.
  • Build out the Grant Application Program, including team roles, timelines, and tracking calendar.
  • Conduct an IT group assessment and make recommendations for FY27 planning.
  • Evaluate current Parking Operations staffing, and recommend structure for FY27 Budget.
  • Lead Customer Service Process Improvement initiatives.

QUALIFICATIONS:

  • Proven experience in organizational development, public administration, or operational consulting.
  • Strong background in process creation, SOP development, and cross-departmental collaboration.
  • Experience in municipal or transportation-related environments preferred.
  • Excellent project management, communication, and stakeholder engagement skills.
