The Opportunity

Essex County Council is seeking experienced Organisational Design Consultants for an initial 6-month period to support the council through a period of significant change. The roles involve supporting senior leadership in delivering organisational design and transformation projects, including:

• Designing target operating models (TOMs), organizational charts, and conducting gap analyses
• Aligning services to strategy, clarifying roles and responsibilities, and developing cross-functional working models
• Supporting restructuring plans, business cases, and consultation materials
• Creating job descriptions, person specifications, and role grading aligned with reward frameworks
• Planning workforce resources and analyzing skills gaps
• Providing data insights through diagnostics, effectiveness metrics, and benchmarking
• Establishing governance and decision-making frameworks

The Experience You Will Bring

• Degree-level education in organisational development, business improvement, HR, or related fields
• Professional membership of CIPD at Chartered level or working towards it
• Experience managing complex structural and process changes using a consultancy approach
• Knowledge of organisational behaviour, change management, and strategic planning theories with practical application experience
