We're working exclusively with a specialist rail organisation in the Midlands, looking to appoint an Operations Safety & Standards Manager to help shape and maintain a strong culture of safety and compliance across their operational functions.
As Operations Safety & Standards Manager, you will play a pivotal role in ensuring the safe planning and execution of rail operations, including depot movements, shunting, testing, and commissioning. You'll take ownership of the operational management system and drive continuous improvement through expert safety leadership, risk management, and compliance monitoring.
You'll collaborate closely with operations leadership, technical teams, and safety trainers to embed robust systems and standards aligned with national legislation and industry best practice. This role is essential in supporting the safe delivery of both day-to-day operations and longer-term innovation projects at a strategically important site.
Lead and develop operational safety systems in line with ROGS and wider industry frameworks
Own the development and application of professional driving and shunting standards
Maintain an operational risk register and associated risk assessments to ALARP principles
Oversee the fatigue risk management system and deliver continuous improvement initiatives
Manage and communicate urgent safety notices and operational bulletins
Work alongside trainers and assessors to deliver high-quality safety training and briefings
Support PTS management and third-party access arrangements across the site
Investigate incidents and safety events, ensuring lessons learned are actioned
Deliver KPIs, performance reporting, and safety audits to drive best practice
Provide hands-on safety advice, coaching, and support to operational teams
Represent the safety and operations function at cross-business meetings when required
Essential:
NEBOSH General Certificate (or equivalent)
Qualified in risk assessment and accident investigation
Strong background in rail operations and safety-critical environments
Train driving or shunting experience (past or present)
