Job summary

Sheffield City Council is recruiting two Operations and Development Managers to lead operational and technical teams within Asset Management, delivering investment programmes and service improvements.

You will shape service planning, use asset intelligence and performance data, and work with partners to maintain safe, sustainable housing across a 38,000-home portfolio. This is a full‑time role with flexible opportunities.

Qualifications

Job description

Sheffield City Council manages around 38,000 homes and is continuing to strengthen its Asset Management function. Asset Management plays a central role in ensuring our homes remain safe, sustainable and fit for the future by planning, prioritising and delivering investment across the housing stock. We are investing in our services and building the capacity needed to deliver effective asset stewardship and long‑term value from our housing assets.

We are recruiting two Operations and Development Managers to play a key role in this next phase.

About the role

These roles sit at the centre of Asset Management delivery, responsible for leading technical and operational teams, managing service performance and supporting the delivery of investment programmes, asset intelligence and specialist property services.

You will manage operational services and support the Service Manager to ensure that services are well‑run, high‑performing and delivering to clear standards.

You will be working within one of the services that form part of Sheffield City Council's Asset Management function:

  • Investment and Capital Programmes, delivering major improvement works across the housing stock.
  • Stock Condition and Analysis, providing the asset intelligence that informs future investment decisions.
  • Domestic and Commercial Heating, Mechanical and Electrical (HM&E), managing specialist services that support safety, compliance and operational performance.

You will be responsible for ensuring services operate effectively day‑to‑day, while also identifying and leading service improvements, change activity and service development initiatives.

Alongside operational leadership, you will contribute to service planning, policy development and the delivery of wider strategic priorities.

You will also contribute to the development of Asset Management strategies, investment priorities and service improvement initiatives, helping ensure decisions are informed by performance data, asset intelligence and customer outcomes.

Asset Management is about making informed decisions on how we invest in and maintain our housing stock. You will play a key role in ensuring services are informed by asset intelligence, performance information and customer insight, helping the Council make effective decisions about investment, service delivery and long‑term asset performance.

You will demonstrate:

  • The ability to use performance information, asset data and operational insight to inform decision‑making and drive service improvement.

You will be comfortable balancing day‑to‑day delivery with longer‑term improvement, and working in a fast‑paced, high‑accountability environment.

Membership of a relevant professional body, such as RICS, CIOB, CIBSE, is desirable.

You will be part of a large and collaborative Housing service with a clear focus on improvement and delivery.

Full‑time employees work 37 hours for 52 weeks of the year and we offer a generous holiday entitlement. We are open to discussions about a wide range of flexible working opportunities which benefit you and the Council, including reduced hour contracts, working part time or as a job share.

If you are appointed to this role, your starting salary will be at the bottom of the grade. If you provide payslip evidence that your basic pay is greater than the bottom of the grade, we will consider starting you at the point of minimum advantage within the grade.
