Job description
You will be responsible for the providing a workforce forecasting and functional training and to support the Workforce and Skills Planning service to the Defence Business Services (DBS) Finance Procurement & Civilian Personnel (FPCP) and HR Advisory and Casework (HRACS) in their Business Management Team.
The Business Management Team collaborates with FPCP, HRACS, and the senior leadership team to support DBS-wide initiatives, including cross-cutting projects, governance management, secretariat functions, and operational activities requiring organisation-wide implementation.
In this role, you will lead and manage a small team of seven direct reports, prioritising and coordinating a programme of work to ensure deadlines are met effectively.
Key responsibilities for this role are listed below:
- Oversee the agile delivery of functional training, ensuring effective resource allocation, the production of high-quality outputs, and clear definition of requirements. Ensure delivery remains flexible and responsive to evolving business needs.
- Monitor and evaluate the effectiveness of learning material, using feedback and performance metrics to identify requirements and drive continuous improvement.
- Develop a flexible, collaborative and multi-skilled training team to deliver a range of training solutions to meet varied business and learner requirements.
- Conduct monthly Workforce Forecast reviews with Assistant Heads (AH) and representatives, ensuring data accuracy, identifying cross-pillar recruitment opportunities, and promoting succession planning in line with the finance reporting timetable.
- Support the DBS Vacancy approvals process ensuring recruiting line managers submissions are duly considered by the senior leadership panel.
- Maintain an organised schedule of panel meetings and submission deadlines to ensure efficient operations, while liaising with panel members to address queries or requests for additional information on submissions.
- Oversee the creation and maintenance of the organisation chart to ensure it accurately reflects current structures, roles, and reporting lines.
- Proactively build strong relationships with colleagues, peers, and networks across DBS and the wider MOD, fostering collaboration to support the senior leadership team in achieving shared goals and delivering key outcomes.
Person specification
- An understanding of financial management.
- Ability to engage, communicate and influence across grades.
- Extensive facilitation and coaching experience.
- Strong presentation and drafting skills.
- Able to deliver against tight time scales and to quickly identify innovative, pragmatic and cost-effective solutions to service delivery.
- Experience of managing a training service.
- A good working knowledge of 0365 tools, Power Bi, excel.
Desirable Criteria
- Familiarity with vacancy approval processes or workforce planning.
- TAPCertification in training delivery or equivalent.
- Knowledge of relevant employment policies and procedures.
