Job summary

Allscreens Nationwide Ltd is seeking an Operational Director – PSC to provide strategic direction for service development and to enable delivery across the Directorate, engaging with Clinical Directors, consultants, SAS doctors, and external partners to ensure high-quality patient pathways. Internal applicants only.

You will oversee governance, risk management, staff performance, annual appraisals, CPD, and compliance with workforce standards while leading recruitment, performance, and budget

Responsibilities

  • Overseeing a comprehensive clinical governance programme.
  • Ensuring that risk is effectively managed within the Directorate, using appropriate risk assessments and that appropriate steps are taken to mitigate these risks.
  • Ensuring that all clinical staff within the Directorate operate within clear lines of responsibility and accountability and that poor performance is identified and managed appropriately.
  • Agreeing along with the Clinical Director with each Consultant and SAS doctors within the Directorate, the arrangement of their duties, including fixed and on-call commitments, and incorporating these into annual job plans with clear objectives
  • Ensuring that systems and processes are in place to ensure that all staff undergo annual appraisal, complete required mandatory training, and participate in revalidation where required.
  • Ensuring the Directorate delivers on the Trust response to national workforce standards such as the New Deal on Junior Doctors Hours and European Working Time regulations.
  • Ensuring that there is appropriate provision for Continuing Professional Development for clinical staff in the Directorate.
  • Ensuring that all targets set by external regulators are understood and met, including the delivery of the Constitutional Standards.
  • Establishing staff engagement action plans in conjunction with the Directorate Management Team and promoting an environment that is in line with our KITE values.
  • Ensuring that key staff within the Directorate are given the necessary management training and development to perform current or future roles.
  • Engaging in succession planning, with particular reference to the identification and development of colleagues with an interest in clinical management.
  • Participation in the recruitment process for Lead Clinicians and other managerial posts within the Directorate.
  • Acting as the immediate line manager for the General Managers within the Directorate. This will include supporting their development and delivering the requirements of their own roles.
  • Agreeing with the Chief Operating Officer annual Directorate objectives, including contract management with ICBs and local authorities.
  • Ensuring delivery in line with specifications and representing the Trust.
  • Setting annual objectives for other Directorate staff as appropriate.
  • Representing the Directorate at Trust level and with external agencies.
  • Working with teams to support the development of new service models in line with Trust/national priorities.

To provide strategic direction for the development of service and to enable the delivery of services within the Directorate and networking with Operational Directors in other Directorates to deliver appropriate high quality patient pathways across HDFT, in the most efficient patient-centred way. To deliver an agreed business plan which incorporates appropriate quality and efficiency targets and supports the overarching strategy of the Directorate To ensure financial balance and WRP delivery for the Directorate and to contribute to that for the Trust as a whole. To act as budget holder with overall responsibility for ensuring effective management of the budget. To ensure the proper allocation and utilisation of resources both within the Directorate to meet the objectives and targets contained in the service agreements in relation to quality, volume, and cost. To build relationships with external and internal partners and stakeholders working collaboratively to support high quality and a safe service for our patients, children and families. To interface with other providers and commissioners to inform and deliver appropriate pathways throughout the health and social care systems. To take responsibility for the following:
