Job Description for Operational Compliance Officer (OCO) – Duly Authorised Person (DAP) – Shift:

The Operational Compliance Officer (OCO) is a key position supporting the Operations Manager to ensure compliance with all nuclear industry regulations and Site Licence Conditions. The role involves monitoring change, incident management, and assessing activities to achieve compliance effectively.

The ideal candidate will have experience in a regulatory role, be detail-oriented, and able to work under strict deadlines, including shift work to support operational hours.

Main Responsibilities:

  • Primary Point of Contact: responsible for overall control and supervision during their shift, always contactable on site, with proper identification, and access control in place.
  • Demonstrate Effective Command and Control: maintain independence from production activities during duty to prevent conflicts of interest.
  • Maintain Compliance with Plant Surveillance: conduct start-up and close-down checks, record activities, and manage corrective actions.
  • Incident/Emergency Management: act as the primary contact for local incidents, manage situations, and escalate as necessary.
  • Knowledge of Plant Activities: be aware of all persons on site, ensure safety assessments for visits, and have authority to decline access.
  • Forward Planning: assist in delivering company values and plan for plant outages to minimize impact.
  • Authorization of Work: present work requests for approval and sign work requests in the absence of the Operations Manager.
  • Safety and Security Management: liaise with security and safety teams, and have authority to cease work if safety is challenged.

Essential Criteria:

  • Degree or equivalent in a compliance-related field, with extensive practical experience.
  • IOSH Managing Safely or equivalent qualification.
  • Ability to analyze complex information and solve problems.
  • Strong communication skills and ability to influence stakeholders.
  • Supervisory experience in a nuclear environment.
  • Knowledge of nuclear safety and security requirements.
  • Ability to obtain SC security clearance.

Desirable Criteria:

  • Knowledge of Safety Case methodology.
  • Experience in incident response.
  • NEBOSH General Certificate.
