Job description

Lead the commissioning of services within the delegated portfolio, ensuring that services commissioned for the population of Wales are delivered to the expected standards in terms of quality, safety, patient outcomes, and experience. Ensure services are accessed equitably across Wales.

Responsibilities
  1. Lead service strategies, planning, performance management, service improvement, and oversight within the JCC delegated remit.
  2. Implement the JCC’s Commissioning Framework to ensure effective commissioning of high-quality, affordable services that improve patient outcomes.
  3. Provide leadership to Commissioning Teams and collaborate across NHS Wales, including strategic, clinical, and operational networks. Deputise for the Deputy Director of Commissioning as needed.
  4. Manage the day-to-day operations and work programmes of the delegated portfolio.
  5. Develop commissioning strategies and plans aligned with the Integrated Medium Term Plan, ensuring they reflect Directorate and JCC priorities.
  6. Offer expert advice to the Director and Deputy Director on service strategy, performance, and clinical models within the portfolio.
  7. Collaborate with stakeholders, including NHS Wales, Welsh Government, and service providers, to develop policies and strategies centered on quality, patient care, and prudent principles.
  8. Ensure commissioning plans and service standards are in place and develop them as necessary.
  9. Support service delivery within the allocated budget, which may exceed £200m.
