Job description

The Nuclear Site Licence Manager will be part of the safety, licensing and assurance function, reporting to the Safety License and Assurance (SLA) Director, who is responsible for all aspects of nuclear safety and assurance interface management requirements. The SLA function is accountable for the setting of standards and strategies for delivery to meet GBN’s HSSEQ policies, including risk and assurance, regulatory, consents, licensing and permitting and quality.

The Nuclear Site Licence (NSL) Manager will set the strategic direction of nuclear site licensing activities for the SMR, by developing and implementing a licensing strategy for the project and leading relevant regulatory engagement. They will provide guidance on the development of the organisational capability and management arrangements for the project, setting the foundation for a future project organisation to be a successful Nuclear Site Licensee. They will be responsible for preparing organisation wide submissions in support of nuclear site licensing, preparing compliance demonstrations and working in conjunction with environmental and security colleagues to develop a coherent suite of submissions that support delivery of the SMR Project.

The role will involve extensive liaison with regulatory bodies (e.g., HSE, ONR, EA/NRW).

You will form part of the establishment of a major programme. This will provide you with an opportunity to be part of a team that ensures successful delivery of a First of a Kind (FOAK) UK SMR Project, helping to ensure that it minimises its environmental impact whilst delivering cost-effective energy capacity. Whilst this is a fast-paced and exciting challenge, you will need to be comfortable with uncertainty, ambiguity and change.

Responsibilities:

  • Lead on the development of necessary strategies, plans, management arrangements and other organisational development activities to support the future NSL application.
  • Liaise with the Safety, Security, Safeguards and Environment (SSSE) Lead to ensure relevant safety case and security plan inputs are provided to support the NSL application (e.g., Site Justification Report, Nuclear Site Security Plan etc.,)
  • Manage all communications and interactions with relevant regulatory bodies (primarily the ONR). Serve as the primary point of contact for regulatory bodies concerning all aspects of site licensing and compliance.
  • Once granted, ensure compliance with all nuclear site licence conditions, including periodic reviews and updates in line with regulatory changes or project developments.
  • Prepare and lead meetings, inspections, and audits with regulatory agencies to ensure ongoing compliance with site licence conditions.
  • Ensure the nuclear site licence conditions are fully understood and integrated into the project’s operations and safety culture.
  • Work closely with internal teams, including technical and project management teams, to align site licensing activities with broader project objectives.
  • Develop and implement training and awareness programs to ensure that all project staff are informed about nuclear site license conditions and their responsibilities in maintaining compliance.

Knowledge, Skills and Experience required:

  • Experience in regulatory engagement, site licensing, or compliance within highly regulated industries.
  • Experience managing complex regulatory processes.
  • Familiarity with nuclear safety, security, environmental, and quality assurance requirements as they relate to site licensing.
  • Experience in preparing and reviewing safety cases and environmental assessments within highly regulated industries.
  • Exceptional communication skills, with the ability to effectively interact and explain complex processes with technical and non-technical stakeholders.
  • The capability to embrace change and uncertainty and welcome the emergent aspect of the job.
  • Ability to foster a collaborative and supportive environment, whilst developing team members’ skills and capabilities.
  • Ability to work in a collaborative, multi-party environment at pace.

Qualifications:

  • Bachelors or Masters degree in a STEM or business/management discipline.
  • Chartered status with a recognised engineering or regulatory institute (e.g., Chartered Engineer, Chartered Environmentalist).
