Job summary

Slough Borough Council is seeking a Network Officer to join the Permits Service within the Regeneration, Environment and Planning directorate. You will coordinate Streetworks, issue licences, prepare TTROs, raise invoices, and support the Permits Team with routine admin tasks.

The role requires strong IT skills (Outlook, Word, Excel), excellent written and verbal communication, and the ability to manage a varied workload while interpreting legislation and applying policies consistently.

Responsibilities

  • Assist in applying Streetworks Permit Scheme and coordinate Streetworks.
  • Coordinate and monitor Streetworks, issue licences and manage permit-related fees.
  • Prepare TTROs in line with legislation, policies and procedures.
  • Provide administrative support to the Permits Team, including invoices and records.
  • Respond to inquiries from public, colleagues and stakeholders on Streetworks matters.

  • Pay Level: 5, £30,160 - £35,530 (fully inclusive of Local Weighting Allowance)
  • Contract Type: Permanent
  • Working Hours: 37 hours per week
  • Location: Observatory House/ Slough Hybrid (minimum 2 days per week in the office)
  • DBS requirement: Basic

What You’ll Be Doing

The Permits Service plays a vital role in managing the Highways, reducing congestion, improving road safety, and ensuring the efficient movement of traffic throughout the Borough. A key function of the service is coordination of roadworks and managing all activity on the highways through the permits system and issuing licences in line with the Traffic Management Act 2004 (TMA 04). As a Network Officer, you will be responsible for assisting in the application of the Streetworks Permit Scheme. Co-ordinating and monitoring Streetworks ensuring the safe and efficient movement, raising invoices to Statutory Undertakers for permit application fees, licence fees and fines. Preparing temporary Traffic Regulation Orders (TTRO) in line with legislation, statutory guidance, council policies, procedures, and the evidence available to make fair, consistent, and legally compliant decisions. In addition to application works, you will provide administrative support to the Permits Team. Duties may include processing invoices and payments, maintaining accurate records and spreadsheets, responding to telephone and email enquiries, investigating complaints, and providing advice to members of the public, colleagues, and other stakeholders on Streetworks matters. We are looking for a well-organised individual with excellent written and verbal communication skills, strong attention to detail, and the ability to interpret legislation and apply policies consistently. You should be able to manage a varied workload, meet deadlines, make reasoned decisions, and remain professional when dealing with stakeholders and residents. Experience in Streetworks/Highways or a similar regulatory or customer-focused environment would be advantageous, along with good IT skills and proficiency in Microsoft Office applications, particularly Outlook, Word, and Excel.
