Job Summary
His Majesty’s Naval Base Portsmouth (HMNBP) has been an integral part of the city since 1194. It is home to almost two-thirds of the Royal Navy's surface ships, including the new aircraft carriers HMS Queen Elizabeth; HMS Prince of Wales; the formidable Type 45 destroyers; Type 23 frigates; and mine countermeasures and fishery protection squadrons.
The base is a major employer and provides lodging facilities to RN personnel serving at the base and in Portsmouth based ships.
HMNBP is one of three naval bases providing enabling support as part of the nation’s defence strategy. In doing so, HMNBP seeks to improve through science and technology to strengthen its security and defence at home and overseas. This requires continuous improvements in building capacity, capability and resilience through its people. It is the home base for assigned ships and ship’s companies preparing for operations. A key component of achieving this support is the ability to deliver the full range of increasingly sophisticated engineering support services. Job Description
The Infrastructure Department is responsible for ensuring that all infrastructure being used across the naval base is maintained in a Safe-to-Operate status and then optimised to best support Portsmouth based ships, Personnel living and working on the Naval Base and agreed Lodger Unit outputs.
This is a unique opportunity to work in a dynamic team, overseeing projects that deliver critical waterfront capability. This role will lead assurance activity of all projects within the Waterfront Infrastructure Programme, you will be accountable to the Infrastructure Delivery Lead and have line management responsibility for up to 2 delivery managers. Experience in the marine industry is not essential as your knowledge and experience in programme/ project delivery is much more valuable in the day-to-day management of the Programme.
Main Responsibilities Will Include:
- Manage assurance and governance reporting within the Waterfront Infrastructure Programme
- Forward plan and allocate appropriate resourcing across the Programme
- Champion good project management techniques, ensuring all appropriate procedures are followed
- Oversee and track progress against funding approvals, including business cases
- Carry out performance management activity in accordance with current commercial agreement, including monitoring Key Performance Indicators (KPIs) and Contract deliverables
- Champion good Asset Management behaviours, ensuring all appropriate procedures are followed
- Build and maintain good working relationships with stakeholders, acting as a single point of contact for queries relating to the Waterfront Infrastructure Programme

Person specification
The Successful Candidate Will Be Flexible And Resilient To Changing Priorities. They Will Also Be Able To Demonstrate Evidence Of Knowledge And Experience In The Following Areas:
- Management of Project/ Programme Assurance and Governance
- Stakeholder Management within a Project/ Programme context
- Contract or Performance Management
- Gaining funding approvals, ideally within the public sector
- Management and prioritisation of resource
- Ability to build and maintain effective working relationships
The successful candidate will ideally hold relevant professional qualifications or be willing to undertake this within 12 months of taking up the post.
Qualifications
Essential for the candidate to have the following:
- An applicable Project Management Practitioner accreditation (or 1 yr experience in a Project Delivery or Assurance role)
