Job Summary

Navy Command Headquarters (NCHQ) is the nerve centre of the Naval Service. It supports operations around the globe and provides the ships, people, aircraft and equipment to deliver the UK’s defence policy.

The Submarine Directorate in Navy Command is responsible for all submarine in service capability and availability, including oversight of the Submarine Flotilla and Clyde Naval Base.

Clyde Capital Infrastructure Programmes are programmes which involve new build facilities and refurbishment to support current and future operations at HMNB Clyde. This includes Government Major Programmes & Projects. This is an exciting time to join the team, the delivery environment is both challenging and rewarding.

The strategic engagement officer will provide internal communications and engagement support to Programme EUSTON. This will align to the activities and best practice set by the Integrated Programme Management Office. As such, the Strategic engagement officer will functionally align with the Strategic Engagement Leads and any communication leads from Delivery Agents. The purpose of the role is to establish effective means of Programme Team communication – both channels and content of communication – and to develop engagement initiatives to support with drawing the Joint Programme Team together. As such, this position requires an experienced individual to lead the establishment of effective communication and engagement in a complex stakeholder environment, delivering a high-quality service to support with efficient working practices.

This position is advertised at 37 hours per week.

Job Description

Engagement

  • Supporting the Programme leads in developing initiatives to strengthen engagement and collaboration across the Programme Team.
  • Manage the Team Charter and work creatively to establish ways to bring it to life.
  • Lead initiatives to collate and celebrate Team successes.

Communications

  • Develop regular EUSTON Programme internal communication channels (e.g. a newsletter, electronic communications etc.) and coordinate contributions.
  • Manage Programme messaging on the intranet.
  • Review and set-up Programme communication channels (Teams).
  • Manage and maintain Programme communications and engagement on the SharePoint.
  • Share best-practice and learning from experience.
  • Manage and maintain ‘Welcome’ documentation for the Programme – to include organisational information about both the Programme and the Programme Team.
  • Perform secretariat duties as and when needed.
  • Responsible for internal Navy/MOD corporate branding of EUSTON communications, products and resources, ensuring coherence with MOD policy.
  • Maintain and update the EUSTON Strategic Engagement Plan and ensure the regular drumbeat of communications.

General

  • Capture lessons learned and evolve governance for engagement across the Programme.

Person specification

Experience

  • Excellent oral and written communications.
  • Experience working as a member of a large or medium complexity project team or as a specialist or work stream lead for a small, low complexity project.
  • Experience of leading work activities with a team geographically dispersed and delivering high quality outputs.
  • Experience of working with Microsoft Office.

Desirable

  • Experience working within a communications and or engagement role.
  • Demonstrable commitment to learning and using established project management methodologies to enable successful delivery.

Where business needs allow, some roles may be suitable for a combination of office and home-based working. This is a non-contractual arrangement where all office-based employees will be expected to spend a minimum of 60% of their working time in office, subject to capacity and any required workplace adjustments. Requirements to attend other locations for official business, or work in another MOD office, will also count towards this level of attendance.
