Job Summary

His Majesty’s Naval Base Portsmouth (HMNBP) has been an integral part of the city since 1194. It is home to almost two-thirds of the Royal Navy's surface ships, including the new aircraft carriers HMS Queen Elizabeth; HMS Prince of Wales; the formidable Type 45 destroyers; Type 23 frigates; and mine countermeasures and fishery protection squadrons.

The base is a major employer and provides lodging facilities to RN personnel serving at the base and in Portsmouth based ships.

HMNBP is one of three naval bases providing enabling support as part of the nation’s defence strategy. In doing so, HMNBP seeks to improve through science and technology to strengthen its security and defence at home and overseas. This requires continuous improvements in building capacity, capability and resilience through its people. It is the home base for assigned ships and ship’s companies preparing for operations. A key component of achieving this support is the ability to deliver the full range of increasingly sophisticated engineering support services. Job Description

As an Executive Officer (EO) Utilities Co-ordinator, you will work to the Systems Capability Manager and support the FMSP Performance Manager with the assurance, auditing and oversight of naval base utilities managed by the Industry Partner within the naval base hard facilities management (HFM) contract in support to drive Net Zero Carbon strategies (NZC).

Through Support Management Processes You Will Drive And Sustain, Change Elements Of The Naval Base Development Programme For Naval Base Utilities Systems, Including:

  • Utilities Assurance on Control Purchasing and Finance software. (CP & F)
  • Contract oversight for Authorities Local Representative (ALR) between Portsmouth Naval Base (PNB), Defence Infrastructure Organisation (DIO) Aquatrine Contract.
  • Project approvals
  • Project reporting
  • Project delivery

You will also be involved in asset data research, investigation, and analysis to inform strategic asset thinking across a diverse asset portfolio in support of improvement and efficiency initiatives with the HFM Industry Partner.

Key Responsibilities Of The Post

Assurance

  • Ministry of Defence (Mod) Business and Performance Manager Assurance for Gas, Electric and British Telecom (BT) invoices.
  • Engage at an appropriate level with Key Stakeholders of Customers, Defence Equipment and Support (DE&S), Platform Integrated Product Teams (IPT’s), Navy Command, DIO and Assurance and Scrutiny Communities and Regulators.
  • Consult with Service Providers to provide updates on vessel connections and building uses to update Navy Base Command Portsmouth (NBCP) Utility Forecasts on a weekly basis.

Local Authorities Representative

  • Coordinate as the PNB, DIO/Ancala Water Services Authorities Representative.
  • Plan, prepare and coordinate and manage end to end on all PNB notices for future/current works, for the safety and sustainability of the Naval Base in partnership with the Systems Asset Data Manager.

Support

  • Support the Systems Capability Manager to provide forecast and consumption data for QNLZ / PWLS / RN and International Vessel energy usage when required.
  • Support management of project life cycles to support the delivery of estates capability upgrade and life-cycle replacement projects for naval base utilities systems in partnership with the Naval Base Core Services Supplier(s).
  • Support Asset Manager in data research and analysis. Be reactive to daily operational issues as they arise and work alongside Operational Maintenance (O & M).

Project Development

  • Assist in the development of Investment Appraisals and Business Cases for submission to external approving authorities to secure funding for Project Assessment, Development and Implementation Phases.
  • Assist and work alongside the Naval Base Core Services Supplier to develop Investment Appraisals and Business Cases for internal approval to secure funding for Project Assessment, Development and Implementation Phases.
  • Be prepared to support the progress of projects delivered in partnership with the Naval Base Core Services Supplier through Tender, Design and Implementation Phases and provide regular reports as required.

Engagement

  • Develop and provide Naval Base (NB) Systems Capability reports to Management Meetings.
  • To apply the policy and process of asset management in systems and processes as defined in the Strategic Asset Management Plan (SAMP) for Portsmouth and to challenge and support others in doing so.
  • To receive and understand energy utility reporting.

Person specification

This is a fast paced and challenging role. To be successful you will need to:

  • Have competent Information Technology (IT) skills across Microsoft office, specifically with Excel. be confident and willing to learn software.
  • Be able to interpret and analyse data to inform decision making and present data. You will need to proactively analyse, evaluate, and adapt the best solutions and present your findings convincingly. Be dynamic in decision making.
  • Be motivated and confident: you will inspire team members and industry partners effectively to enable others to work towards a common goal.
  • Have robust time management, planning, and prioritisation. You will need to be able to work independently or in a team in a flexible, changing circumstances and adverse situations whilst remaining calm and maintaining performance.

Where business needs allow, some roles may be suitable for a combination of office and home-based working.
