Devonport Naval Base is the largest Naval Base in Europe. It is a 650 acre site with 15,000 acres of water space, employing 12,000 people on site. The Base is primarily focused on delivering timely deep maintenance to the UK’s submarine fleet. It is also the operating home base for frigates, amphibious Ships, Royal Marines. It employs more than 10% of Plymouth’s workforce and contributes to 14% of Plymouth’s economy.
Devonport Naval Base is the nerve centre for the Royal Navy in the South West. Job Description
This role offers exciting opportunity to be part of the Naval Base Nuclear Safety Assurance team providing nuclear oversight to the HM Naval Base Devonport Authorisee. You will be part of a dynamic team working alongside Naval Base departments, industry partners and other assurance sections to provide nuclear assurance at HMNB Devonport.
The Regulation and Intervention Manager (RIM) is responsible for assurance to NBC(D) that the Naval Base is working to the principles of DSA02-DNSR (Defence Nuclear Safety Regulation of the Defence Nuclear Enterprise) and co-ordination of the NBC(D) Authorised Site intervention programme. Accountable to NSA for their outputs as part of the Independent Nuclear Oversight (INO) function, RIM has functional responsibility to NSA and NBC(D) (as Authorisee) for the provision of Nuclear Safety advice.
This position is advertised at 37 hours per week.
This post attracts the NSQEP Recruitment Retention Allowance of up to £12000 per annum. This allowance is discretionary and is dependent on a candidate's ability to successfully demonstrate and evidence their competence, qualifications, and experience to an independent panel of Subject Matter Experts.
Flexible working is available by agreement with the line manager, but due to the nature of the role, candidates must be prepared to spend the majority of their time on site (Civil Service expectation is 60% presence in office per week).

Primary Responsibilities
To act as principal point of contact with Civil / Defence Regulators on matters relating to Nuclear Compliance.
The focal point for Defence Nuclear Safety Regulator input into NBC’s ISO: 9001 and ISO: 14001 externally certificated management systems.
Identify the risks and potential impacts associated with non-compliance of NBC’s business processes, products, and services.
To Provide SME advice to the Authorisee on Nuclear Authorisation and Authorisation Compliance.
To conduct site audit, inspections and investigations
In addition, the successful candidate will be required to undertake on-call duties to support the Nuclear Emergency Response Organisation (NERO).
The postholder must adhere to the NBC(D) Diversity and Inclusion Policy.
Pre Joining Essential Training
5+ years of experience of working in the Nuclear or High Hazard Industries: The successful candidate will be able to demonstrate a breadth of experience in:
- Safety Management.
- Operations.
- Regulatory interaction.
Post Joining Essential Training
- Nuclear Warship Support Course (NWSC) or equivalent.
- Mandatory Training: security, information management, unconscious bias, equality and diversity, DSE and DSAI.
- Local Emergencies Procedures Course.
- Nuclear Emergencies Procedures Course.
- Nuclear Safety Case Methodologies Course.
- Health & Safety Senior Managers Course.
- Lead Auditors Course.
The NWSC is currently delivered at HMS SULTAN in Gosport, Portsmouth therefore travel will be required to attend.
To Be Considered For This Role You Should Possess
Engineering or an appropriate Science based Degree or Equivalent, or significant nuclear experience. At a minimum, the candidate will be working towards Chartered Engineer status or equivalent with an appropriate Science based professional body.
