Job description

This role is based at Navy Command Headquarters, Whale Island, Portsmouth PO2 8BY.

Where business needs allow, some roles may be suitable for a combination of office and home-based working. This is a non-contractual arrangement where all employees will be expected to spend a minimum of 60% of their working time in an office, subject to local estates capacity.

Requirements to attend other locations for official business, or carry out detached duty in another MOD workplace, will also count towards this level of attendance.

Some business travel will be required to other RN locations, for example Abbey Wood, Bristol, HM Naval Bases and other locations, which may require overnight accommodation away from home.

Job Summary

The Directorate Navy Acquisition (DNA) manages the Navy’s major acquisition programmes.DNA Programmes are grouped under one-star leadership (Royal Naval Officer Level 6 or Senior Civil Servant 1) according to the capability being delivered and comprise of Future Support Acquisition (FSA), Ships Acquisition (SA), Equipment and Systems Acquisition (ESA), Commando Force (CF) and Defence Marine Service – Next Generation (DMS-NG).

Future Support Acquisition (FSA) is a crucial component of DNA and is the Top Level Budget Support Solution specialists responsible for three principal functions which shape and deliver the support acquisition portfolio:

  • Future Support Strategic Planning;
  • Future Support and Enablers Programme Delivery; and
  • In-Service Support Programme Sponsorship and Performance.

Delivering these responsibilities, Deputy Director Future Support Acquisition (DD-FSA) is the Navy Command Subject Matter Expert (SME) and policy lead for Support Solutions. The FSA vision is to provide the Royal Navy with world class commercial by design support, with solutions that are transformative, safe, highly effective, innovative and market leading.

The Capability Manager role will work within FSA as part of the In Service Support Portfolio team (ISSP), providing capability and service management to enable the maritime support enterprise framework in delivering and sustaining the Royal Navy’s operational capability and outputs safely and effectively. The ISSP team works closely on behalf of Navy Command with its Delivery Agent programmes to deliver and assure strategic benefits, capability and assets for in-service support solutions, including delivery success for operational availability, value for money and improved enterprise resilience.

This position is advertised at 37 hours per week.

The In-Service Support Programme (ISSP) Capability Manager role is responsible for overseeing and ensuring the success of In Service Support delivery performance, asset management, User Engagement and Continuous Improvement. It will engage with users across the Maritime Environment to collect lived experience and directly impact the strategic direction and implementation of Support provision and support transformational improvement activity in all areas of the In Service Support Programme.

Day to Day the Capability Manager will oversee the relationship with Delivery Agents in the scope of assets, capability management, and user experience. The Capability Manager will champion the Navy Command Requirements, working with both suppliers and Delivery Agents to ensure value for money, benefit realisation and alignment to the Defence Lines of Development. The Capability Manager will oversee and implement change initiatives to drive continuous improvement within In Service programmes, reacting to changes in operational requirements and ensuring successful realisation of strategic benefits across the maritime fleet. Candidates should have robust stakeholder management skills and be adept at building networks with pace and confidence

Key Responsibilities

  • Management and implementation of In-Service Support Programme Senior Responsible Owner (SRO) governance, set actions, assure delivery and manage SRO briefing and communications.
  • Stakeholder Engagement across the Maritime Environment, building networks across a range of capability and delivery areas, seeking out best practice and innovation and aligning this to the In Service Support Programme.
  • Lead management for managing strategic risks, issues, assumptions and dependencies relating to ISSP Capability Performance.
  • Lead management for developing, coordinate and analysing MI, data and reports relating to enterprise Capability performance management.
  • Lead management for co-ordinating approvals, improvement initiatives and benefits realisation planning and assessments, monitoring progress and reports and supporting implementation and maintenance of tooling.

Preferred Qualifications

Applicants will be experienced in capability, project and/or service delivery, with demonstrable experience in Defence and Maritime experience preferred. Applicants must have one of the following qualifications:
