Job Summary

Devonport Naval Base is the largest Naval Base in Europe. It is a 650 acre site with 15,000 acres of waterspace, employing 12,000 people on site. The Base is primarily focused on delivering timely deep maintenance to the UK’s submarine fleet. It is also the operating home base for frigates, amphibious Ships, Royal Marines. It employs more than 10% of Plymouth’s workforce and contributes to 14% of Plymouth’s economy.

Devonport Naval Base is the nerve centre for the Royal Navy in the South West. It supports operations around the globe and provides the ships, submarines, people, and equipment to deliver the UK’s defence policy. This position is advertised at 37 hours per week with a minimum of 3 days in office.

Job Description

Support Resource Manager Infrastructure as the lead on Naval Base financial arrangements covering Infrastructure.

  • Support the management of In Year Infrastructure resources for MoD and Babcock Estates. Act as Finance Business Partner working closely with MoD Commercial and MoD Technical delivery staff to place work on contract. Review Project Progress against milestone plans and overall Project(s) delivery against programme.
  • Forecasting and Reporting Infrastructure Programme. Produce monthly Forecast and assess Financial risk. Authorise billing, post journals and accruals, reconcile accounts and conduct variance analysis.
  • Undertake Financial Planning (10 year cycle known as Annual Budgetary Cycle).
  • Support to Decision Making and Financial Assurance (including Business Cases). Carry out Financial Scrutiny of expenditure proposals to ensure Value for Money.

Person specification

The applicant should have a sound background in finance and be confident in dealing with people.

Proficiency in Microsoft Excel.

Association of Accounting Technicians (AAT) Level 3 or relevant experience.
