Job description

The successful candidate will join the Devonport Safety Group (DSG), which supports operational outputs and activities within HM Naval Base Devonport (HMNB/D). You will provide advice and assurance on health, safety, and environmental management (HSEM) and safe systems of work (SSOW), which are broad and wide-ranging. The delivery of SSOW relies on collaborative support from various agencies, units, and Industrial Partner Organisations (IPO).

The Assistant Manager Safety Assurance will be responsible for:

  • Discharging a health, safety, and environmental Intelligent Customer (IC) assurance role.
  • Conducting audits and inspections on behalf of the Assistant Head Safety and Environmental Protection (AHHSEP), following the integrated Audit and Active Monitoring Program (AMP) across HMNB/D and IPO.
  • Performing second-party audits and inspections on MOD units, lodger bases, lessee establishments, and encroachments based at HMNB/D, documenting remedial actions, and tracking them to closure.
  • Completing joint IPO audits as outlined in contractual arrangements.
  • Providing advice on changes in working practices identified through audits and inspections.
  • Consulting with Contractor HEO and Accident and Investigation HEO to implement best practices and safety developments.
  • Assisting the Establishment Safety Officer in developing the HMNB/D AMP, focusing on high-risk activities.
  • Maintaining professional awareness and ongoing professional development.
  • Learning from post-incident events and monitoring changes in practice following incidents.
  • Maintaining relationships with the Navy Safety Centre to stay updated on procedural changes.
  • Providing feedback to the Devonport Safety Group and briefing on significant audit findings.
  • Establishing relationships with regulators and external auditors, updating relevant stakeholders.
  • Contributing to the Annual Review of Safety, highlighting areas of non-compliance.
  • Fulfilling a line management role for a safety officer at EO grade.
  • Briefing HMNB/D teams and senior managers on audits and corrective actions.
  • Conducting audits against regulatory standards and best practices.
  • Drafting health and safety policies and strategies following regulation changes or audit results.
  • Attending meetings as directed and promoting a positive safety culture.
  • Collecting safety performance data and advising relevant departments.
