About the jobJob summary

The Institute of Naval Medicine (INM) is looking for a Business Manager (BM). INM is a unique unit forming part of Navy Healthcare that itself is a function under the Navy’s Director of People and Training. INM is the Navy’s centre of excellence bringing together scientists and medical professionals to improve the health of the UK Armed Forces much of which has a direct impact on the Navy’s operational capability. The BM is responsible to the Commanding Officer (CO) for providing and developing policy compliant, efficient and effective Business Services required by the CO and the INM Heads of Departments to achieve the aims and objectives of INM. It involves working with a mixed military and civil servant team and engaging with a broad range of internal and external stakeholders.

The position is advertised at 37 hours per week.

Job description

As the Business Manager at INM, you will lead, manage and direct the business section in maintaining and improving financial planning and the provision of resources for the now and the future.

Finance Management

This is a key part of the role and why the Financial Skills Certificate (Foundation) or equivalent is deemed essential.

  • Approve Financial Expenditure in accordance with Financial Delegation.
  • Coordinating ABC planning, in-year and future bids for resources.
  • Maintaining an overview of site expenditure and resource requirements and recommending changes and realignment as required.
  • Financial information management.
  • Agreeing, monitoring and billing of Lodger Units for the services provided.
  • Fulfil Business Manager & Lead Independent Verifier role for the INM Service Funds as detailed in Service Funds Policy.
  • Manage the provision of establishment stores and local purchase services.
  • Oversee an equipment procurement and contract renewal programme for scientific and medical instruments.

Infrastructure

  • Liaise/negotiate with Defence Infrastructure Organisation and their contract supply chain through dialogue and infrastructure meetings.
  • Manage the provision of a safe and compliant working estate.
  • Ensure provision of effective estate facilities for both Hard FM and Soft FM within the constraints of MoD contracts.
  • Manage the provision of general technical services enabling INM specialist facilities to function as and when required.

Business Management

This covers a range of activities that fall outside of the other categories.

  • Correspond & liaise with those authorities, internal and external stakeholders where necessary to achieve purposes.
  • Develop INM's business, processes and policies aimed at mid/long-term sustainability.
  • Produce policies on site wide activities.
  • In association with Heads of Departments, championing efforts to utilise INM's spare capacity across the organisation.
  • Contribute to INM Reviews/Transformation projects.
  • Act as the contract and commercial interface for INM.
  • Manage the logistic department including delivery of establishment Military Transport provision (pool vehicles) and general Travel & Subsistence policy and procedures.
  • Direct line management of roles within the organisation diagram including the direction and co-ordination of the work and people under that area of responsibility.
  • Managing the provision of an effective site wide IT service.

Human Resources

  • Reviewing staffing levels against complement, recommending changes as necessary.
  • Recruiting, managing and developing all staff within Business Management AOR to ensure the correct balance of appropriately qualified personnel.
  • Liaise with Navy Command HQ People Team & the Human Resource Business Partner on Civilian policy & procedure and initiatives.
  • Provide advice & guidance to INM staff in regard to MoD Civilian personnel policy & guidance.
Person specification

Experience

  • An understanding of MoD and Navy Command Finance processes, policies and associated reporting structures.
  • An understanding of MoD infrastructure and the relationships between Navy Command, Defence Infrastructure Organisation and the Integrated Partner (IP) contract provider.
  • An understanding of MoD and Civil Service HR Policy and Procedure.
  • An understanding/experience of Contract Purchasing & Finance requisition, generation and approvals.
  • Line management experience.
