Summary

Are you an experienced adult safeguarding professional with the confidence to lead a team, support complex decisions and make a meaningful difference to the lives of adults experiencing or at risk of abuse or neglect?

Birmingham City Council is seeking a motivated Multi-Disciplinary Team Manager to lead within our Adult Safeguarding Service. You will provide clear operational leadership and professional oversight, supporting timely, proportionate and person-centred responses to safeguarding concerns and enquiries. This is an opportunity to strengthen practice and help ensure adults’ voices, wishes and desired outcomes shape safeguarding decisions.

Working with colleagues and partner agencies, you will support your team to navigate complexity, exercise sound professional judgement and maintain a clear focus on safety, rights and independence. You will combine supportive leadership with constructive challenge, using performance information, quality assurance and feedback to improve safeguarding practice and outcomes.

About the Role

As a Multi-Disciplinary Team Manager within Adult Safeguarding, you will be accountable for the day-to-day management, quality and performance of your service area. You will provide direction, reflective supervision and professional oversight, supporting staff to make well-reasoned decisions, respond effectively to risk and deliver safeguarding work that makes a difference to adults and their carers.

  • Safeguarding leadership and team development: Lead, motivate and develop your team through reflective supervision, coaching and clear expectations, creating a supportive environment where staff can explore complexity, raise concerns and remain accountable for their practice.
  • Quality and performance: Oversee the quality, timeliness and outcomes of safeguarding work within your service area. Use audits, performance information and feedback to identify drift, address gaps and support clear recording of decisions, rationale and actions.
  • Person-centred and strengths-based practice: Embed Making Safeguarding Personal, the Three Conversations model and strengths- and asset-based approaches, ensuring adults’ wishes and desired outcomes inform decisions and that responses support choice, independence and proportionate risk management.
  • Safeguarding decision-making and risk: Provide management oversight of safeguarding concerns and enquiries within your remit, supporting defensible threshold decisions, purposeful enquiries and safeguarding plans with clear actions and review arrangements. Ensure unresolved risks are recognised, recorded and escalated appropriately.
  • Partnership working and professional challenge: Build effective relationships across the Council and with partner agencies, chair multi-agency discussions and support shared decisions with clear responsibilities. Offer constructive challenge and use escalation routes where differing views or gaps in action leave risks unresolved.
  • Learning and service improvement: Translate learning from safeguarding reviews, audits, complaints and feedback into practical improvements. Contribute to operational policies and procedures, support change and check that improvements are embedded in day-to-day practice.
  • Financial and resource management: Manage budgets, staffing and workloads effectively, balancing competing priorities and available resources while maintaining oversight of safeguarding quality and risk. Contribute to financial monitoring and elevate capacity pressures that affect service delivery.
  • Citizen experience and accountability: Listen to adults and their carers, respond sensitively to complaints and feedback, and ensure safeguarding practice meets relevant statutory requirements, policies and procedures. Promote clear communication about decisions, actions and outcomes.
  • You will also contribute to the wider management of Adult Social Care, support organisational change and improvement, and deputise for the Head of Service or provide cover for other Team Managers as required.
  • Golden Hello Payment: Eligible external candidates will receive a £1,000 Golden Hello payment, alongside a £5,000 annual retention payment (paid monthly and pro rata to contractual hours), helping to recognise and reward the valuable contribution our Social Workers make to Birmingham's residents. These payments are non-contractual and subject to regular review.
About You

We are looking for a confident, thoughtful leader with substantial adult safeguarding experience and a commitment to person-centred practice. You will be comfortable working with complexity, supporting professional judgement and constructively challenging decisions, while bringing staff and partners together around clear actions and outcomes.

You will have:

  • Sound knowledge of adult safeguarding legislation, policy and procedures, and the ability to apply these to complex practice decisions within Adult Social Care.
  • Experience of leading and managing teams, allocating work and resources, and providing reflective supervision that supports staff development, sound decision-making and accountability.
  • Substantial adult safeguarding experience, including complex decision-making, multi-agency working and supporting proportionate, person-centred responses to abuse, neglect and risk.
  • Experience of responding effectively and sensitively to complex complaints involving adults and carers, using feedback to support learning and improvement.
  • A track record of improving practice and services, using quality assurance, performance information and citizens’ feedback to identify priorities and demonstrate progress.
  • Experience of budget management, financial control and effective use of resources.
  • Strong partnership-working skills, including chairing multi-agency meetings, clarifying responsibilities and using professional challenge and escalation to address unresolved issues.
  • The ability to analyse complex information, assess risk and support well-reasoned, clearly recorded decisions while managing competing priorities and change.
  • Excellent verbal and written communication skills, including the ability to prepare accurate reports and communicate with a wide range of audiences.
  • A commitment to equality, diversity, inclusion and anti-discriminatory practice.
  • The ability to work independently, meet deadlines, adapt to changing demands and demonstrate professionalism, accountability and integrity.
