A large and busy property services team within a local authority has the need for interim support.
Job Role Overview
Responsible for the acquisition, development, and disposal of land and buildings through asset planning, review, feasibility, and options appraisal, considering the needs of all service areas while prioritizing corporate objectives. In this role, you will work closely with various council departments, acting as their property business partner.
Job Duties
- Lead, commission, and deliver relevant capital and revenue projects through Property Services' teams and external providers, ensuring proposals are approved and validated.
- Provide expert advice to client departments and present reports and briefings to senior management, governance bodies, Cabinet, and Scrutiny Commissions as required.
- Maintain extensive knowledge of relevant laws, legislation including planning and development, and good practice, with practical application evidence.
- Deliver customer-focused asset management, engaging with stakeholders to address their needs effectively.
- Manage a caseload of disposals from inception to completion, advising on valuation work, acquisitions, and landlord/tenant matters.
- Negotiate complex property acquisitions and disposals, including associated agreements, to meet corporate targets and deadlines, aligned with the Investing in Leicestershire Programme Board (IILP) and LCC Disposal Programme.
- Undertake valuations for various purposes, including disposals, lease renewals, asset valuations, and investment appraisals, across a diverse property portfolio.
- Research property history, market conditions, planning, highway issues, covenants, and legislation; appraise options, prepare valuations, and recommend sale terms.
Requirements
- Degree or equivalent in Land / Property Management or similar field.
- Full Membership of the Royal Institution of Chartered Surveyors (MRICS).
- Experience working within a corporate landlord model in Asset Management as a general practice surveyor in local authority property services.
- Significant experience in land and property disposals, landlord and tenant matters, valuation, and negotiation.
- Strong local government experience, liaising with various service departments.
- Proven ability to value different property types and knowledge of construction matters.
