About The Role
Chemonics UK seeks a Monitoring, Research, Evaluation, and Learning (MREL) Manager to support MREL activities for a 7-month anticipated programme in Jordan. The MREL Manager will report to the MREL Advisor and support the design, implementation, and oversight of the MREL strategy. This includes management of baseline, midline and endline assessments, day-to-day monitoring activity, quality assurance and oversight of local partners delivering MREL work.
Duration: Seven months, with the possibility of extending up to two years. Please note that this position is part of an ongoing procurement process. Any offers made will be contingent upon the award being granted.
The MREL Manager will provide MREL services designed to monitor and evaluate the programme objectives, as well as to support learning from success and failure to support scale-up of effective approaches and interventions.
Principal duties and responsibilities
- Oversee the implementation of the MREL approach and plans, including data collection, storage, analysis, validation, and use.
- Develop tools, templates, and guidance necessary to implement the monitoring and evaluation plan.
- Liaise with technical staff and partners to ensure effective implementation of the monitoring and evaluation plan and coordination of key activities, providing direct capacity building support to partners where needed.
- Train relevant staff, stakeholders, and partners on MREL system operations, collection methods, and tools to ensure a high level of data quality.
- Collect and disseminate lessons learned on 'what works' during project implementation.
- Perform data analyses, generate draft reports of findings, and create visuals using the Aktek iO IMs platform to contribute to reporting requirements and project communications products.
- Communicate regularly with project partners’ MREL staff as well as review and approve monthly MEL reports submitted by partners as part of the grant payment process.
- Support the development and use of theories of change for the programme and for partners as needed.
- Carry out periodic review and revision of the MREL framework and associated MREL plans, theories of change, and capacity building plan for the programme and partners as appropriate.
- Work closely with the Team Leader as well as Chemonics UK's MREL team assigned to the Project to ensure a consistent approach across all activities.
- Liaise with partners and stakeholders to explain MREL system, engage them in workshops, and share results and learning.
- Oversee the programme portal on the Aktek iO platform.
Qualifications:
- Significant experience in designing MREL programmes, with a substantial background in adaptive, qualitative and participatory MREL methods.
- Familiarity with CSSF/ISF, FCDO and/or UK government reporting and data quality requirements preferred.
- Direct experience in Women, Peace, Security programming, as well as programming which directly involves and supports women and disadvantaged groups and minorities, including compiling research and indicator data from multiple sources preferred.
- Experience and comfort with developing and drafting case studies and/or stories of change
- Experience and comfort with theory of change design and use
- Demonstrated experience facilitating pause-and-reflects and supporting learning identification and use.
- Fluency in Arabic and English (speaking, writing, and reading).
- Necessary computer, database, statistical software, and analytical skills, particularly in issues related to monitoring and evaluation.
- Experience delivering decentralised MREL and remote oversight of partners conducting MREL preferred
- An advanced degree in social sciences or a related field, or comparable experience
