POSITION SUMMARY:
Advanced automotive, moving equipment, stationary engine, trailers, small engine, and implement; systems diagnostic, repair, and maintenance work at the full performance level. The position requires independent thought and action to resolve complex problems with all types of equipment. Employees in this position will carry ASE Certifications in specialized fields related to the types of equipment maintained at this facility. The work involves data entry and data extraction from personal computers using fleet management, repair and technical bulletin, and proprietary vehicle diagnosis software. Assignments will include Public Safety vehicles.

CLASS DESCRIPTION:
This is skilled, automotive/equipment mechanical trades work at the master mechanic level. Work includes training and assisting less skilled workers and performing major equipment/vehicle repairs. Work is performed with general supervision from an administrative superior. Assignments are stable in nature and are carried out in accordance with accepted trades standards and applicable regulations. An employee in this class performs highly complex equipment/vehicle repairs to provide efficient automotive operations. Contacts with others are on a routine basis, including contacts with outside vendors, engineers, and various County employees. Other related duties may be assigned.

Responsibilities:
  1. Performs extensive diagnostic testing of malfunctioning equipment; troubleshoots, disassembles, repairs, rebuilds or replaces such parts as engines, transmissions, drive-trains, electrical and hydraulic systems, rear-ends, electronic and computer controls, port throttle body fuel injection, and other complex components.
  2. May assign repair work to other shop personnel; inspects finished maintenance and repair jobs to ensure quality of work.
  3. May set up preventive maintenance schedule for assigned vehicles and assist in determining repair priorities.
  4. Performs repairs on automotive, heavy equipment (including trucks, tractors, and other wheeled and tracked units), trailers, small engine equipment, implements, and their related electrical, mechanical, and fluid systems.
  5. Uses diagnostic equipment to retrieve data from computer controlled systems and analyzes data to perform repairs.
  6. May assist the Fleet Maintenance Supervisor in determining repair priorities.
  7. Uses a computer to access vehicle history, technical information, and service bulletins.
  8. Keeps records of work accomplished by unit, materials and supplies used, time and labor costs, and similar work activities.
  9. Performs engine overhauls on large and small motors.
  10. Checks and repairs electrical systems.
  11. Installs clutches and performs complete brake jobs.
  12. Installs and repairs Public Safety emergency warning devices, communication systems, mobile computer systems, agency markings, and other specialized equipment.
  13. Performs welding, burning, and fabrication jobs as assigned.
  14. Installs snow removal equipment on trucks and related equipment.
  15. Road tests vehicles and performs complete safety inspections.
  16. May coordinate the work of others in the shop; trains personnel assigned to the shop.
  17. Keeps records of work accomplished by unit with labor time, supplies, materials, and any other activity or costs.
  18. Receives materials and supplies and verifies shipments.
  19. May direct the work of one employee. Carries out responsibilities in accordance with the organization's policies and applicable laws. Responsibilities include training employees; planning, assigning, and monitoring work; addressing complaints and resolving problems.

MINIMUM REQUIREMENTS:
Any combination of education and experience equivalent to completion of the twelfth school grade and satisfactory completion of an apprenticeship in equipment/vehicle maintenance and two years of experience at the level of Motor Equipment Mechanic I or four years of experience in the automotive mechanical trade, at least two of which must have been at the level of Motor Equipment Mechanic I.

PREFERRED EDUCATION, KNOWLEDGE, SKILLS AND ABILITIES:
  1. ASE certification in at least three automotive, three heavy truck, and three school bus specialty categories.
  2. Extensive knowledge of hydraulic systems used in equipment.
  3. Working knowledge of Personal Computer Windows software protocols.
  4. Possession of a CDL License.
  5. Demonstrated ability to perform basic burning and welding repairs and fabrication.
  6. Demonstrated ability to apply vehicle markings and to perform vehicle refinishing.
  7. State of Maryland Master Certified Emission Technician certification.

The noise level in the work environment is usually loud. Ability to calculate figures and amounts such as proportions, percentages, area, circumference, and volume. Ability to apply concepts of basic algebra and geometry.

Ability to solve practical problems and deal with a variety of concrete variables in situations where only limited standardization exists. Ability to interpret a variety of instructions furnished in written, oral, diagram, or schedule form.

Class C Maryland Driver's License or equivalent issued by State of residence.

Eligibility for a Maryland CDL-B driver's license. May require possession of such licensure during tenure of employment as a Motor Equipment Mechanic II, if required by work assignment.

Depending upon work assignment, may require proficiency in welding as demonstrated by the successful passage of tests as appropriate.

May be required to obtain State certification as an emissions technician or other such certification or license required to maintain and repair County owned vehicles.
