Job description

Role purpose

The post holder will ensure quality monitoring and evaluation oversight and accountability practice across the Zimbabwe country programme portfolio. To support alignment and adherence to the Core Humanitarian Standard (CHS). To provide accompaniment and support partners to develop communitybased monitoring and evaluation approaches within the Global MEL framework, for the Zimbabwe Country Programme and community responsive complaints and feedback mechanisms. To focus on community- based functioning feedback and complaints handling mechanisms, ensuring that the feedback loop is closed and the learning generated is disseminated and reflected upon throughout the partner and country programmes. To provide in-country training and support on safe programming and accountability to country programmes and partners. To focus on research and learning to ensure that programme quality, documentation and learning is captured and shared internally and externally. To support the country programme and partners to ensure cohesive monitoring, evaluation and learning approach across the country programme. They will also support project reporting at all levels.

Key outcomes

? Leading on the development of Country Programme MEL and Research approaches, systems and practice for humanitarian, development and advocacy programmes, and ensure they are aligned with CA’s programme quality management.

? Designing and reviewing the in-country MEL tools (theory of change, log frames, plans, data collection tools) aligned with global guidance but adapted to country context.

? Support and/or manage internal and external evaluations for CAZ development and humanitarian programmes, in line with capacity needs at programme level.

? Collaborate with teams across CA to ensure that CA is evidencing its impact effectively to different stakeholders, using individual project and programme data, research and various communications media for organisational learning and accountability.

? Represent Christian Aid in various external MEL related networks, with a view to raising the profile of Christian Aid’s work and sharing learning from our MEL approaches with partners and in the wider sector.

? Lead on all Accountability and Learning activities for the Zimbabwe Country Programme, including compliance to CHS, feedback and complaints tracking, data analysis, verification, facilitate and capture reporting and reflection.

? Delivery effective community-based complaints and feedback mechanisms across Zimbabwe programmes in coordination with the Christian Aid accountability team.

? Compliance with policies and procedures including reporting requirements and contribution made to other team members in the development and implementation of partner capacity building and training.

? Ensure Zimbabwe country programme staff are trained and supported to embed safe programming into partnership and projects cycles.

? Act as the country programme focal point for safeguarding and accountability.

Applied skills/knowledge and expertise

Essential

• Minimum 3 years of experience on leading/ managing MEL work for in the development and humanitarian INGO sector.

• Graduate Degree or equivalent in social sciences, development studies or equivalent. • A professional qualification in M&E or data analytics.

• Expertise on developing log-frames, and Results framework for programme and project design and monitoring for large scale donor funded projects,

• Experience of working with multiple partners organization/as a consortium will be considered as an additional asset

• Experience of leading survey, post distribution monitoring and need assessments • Advanced Data Management skills, including relevant data management packages, like SPSS, POWER BI, Microsoft Access and other digital data collection tools

• Advanced writing and presentation skills.

• Strong data analysis skills (quantitative and qualitative).

• Familiarity with programme cycle management approaches and tools, including participatory planning and monitoring

• Must be able to work independently while being a strong team player
