Job Summary

The Ministry of Defence Police (MDP) is a civilian police force that protects the UK's Defence community, capabilities and assets. Our Force consists of armed officers, specialist poling roles and professional civilian staff who work seamlessly with the Ministry of Defence, US Visiting Forces, and other policing and security partners. With stations across the United Kingdom, our presence extends from nuclear facilities to military sites and government buildings. Unlike territorial police forces, our jurisdiction and expertise are focused on protecting the critical infrastructure that underpins national security. Our officers and civil servants bring diverse experience and skills to the unique challenges of Defence policing.

The HEO horizon scanning posts sits within MDP Headquarters, in the Performance, Assurance and Standards department (PAS) and is responsible for will be responsible for carrying out environmental scanning for matters likely to impact on the Force.

The applicant will require good research skills across various platforms and excellent communication skills.

To be eligible for the post you must have lived in the UK for a minimum of 5 years as this is a requirement for security and vetting clearance.

The position is advertised at 37 hours per week.

Job Description

The key responsibilities for this role are as follows:

Monitor emerging legislation from both the UK and Scottish Parliaments, Welsh Assembly and Northern Ireland Executive. Each matter will then have to be fully researched and summaries created for each, highlighting the areas of likely impact to the Force.

Assist in the introduction of the matters to the Force via the legislation process within the MDP.

Carry out research in relation to any legal/procedural enquiries from within the Force.

Develop a good knowledge of legislative, judicial and procedural issues in relation to policing within the MDP.

Consult with Central Legal Services and other SME's within the Force to ensure the accuracy and relevancy of the summaries they are preparing and to assist in answering enquiries from within the Force.

Maintain a record as regards the progress relating to the introduction of each matter to the Force ensuring that an audit trail is created for each and that all matters are addressed in a timely manner.

Represent the Force at meetings, conferences etc which will require a good working knowledge of the role and outputs of the Performance, Standards and Assurance (PAS).

Support the PAS Team in their tasks, as necessary.

Where business needs allow, some roles may be suitable for a combination of office and home-based working. This is a non-contractual arrangement where all office-based employees will be expected to spend a minimum of 60% of their working time in office, subject to capacity and any required workplace adjustments. Requirements to attend other locations for official business, or work in another MOD office, will also count towards this level of attendance. The post does not offer relocation expenses.

External recruits who join the MOD who are new to the Civil Service will be subject to a six-month probation period.
