We are seeking an experienced Managing Consultant to lead consulting assignments on environment and infrastructure evaluations.

ICF is a global consulting firm and one of the largest providers of policy advisory services to the UK government. This role is based within a team serving various UK clients on top policy issues. The focus is on leading and managing evaluations and economic appraisals for Defra and other UK government departments, including capital investment in infrastructure.

You will bring an entrepreneurial, energetic, and organized approach, with the ability to understand multifaceted policy problems and collaborate with leading thematic experts.

What you’ll get to do:

From day one, you will have opportunities to win, manage, and deliver projects for UK central government. You will lead evaluations and consulting assignments supported by qualitative and quantitative analysis, managing contributions and delivery.

You will be a key member of our growing, collaborative team, working in an international environment with over 30 nationalities. You will contribute innovative ideas and practices, help achieve excellent research outcomes, and expand ICF’s work into new areas. You will also develop your knowledge and skills through training and peer-to-peer communities of practice.

You should have a detailed understanding of the UK institutional and policy landscape, evaluation and economic appraisal guidance, and relevant government policies such as HMT’s Magenta and Green Books.

Main responsibilities:
  • Build relationships with clients to understand and meet their needs
  • Lead consulting assignments and project teams
  • Develop proposals for new work, including methodologies and budgets
  • Oversee policy and socio-economic research, analysis, and evaluations
  • Manage project budgets, teams, subcontractors, and ensure delivery of outputs
  • Mentor and develop junior team members

What you'll need to succeed:

You will thrive in a fast-paced environment, with broad interests and the ability to understand complex issues. You should have a proven track record in consulting, policy evaluation, or research projects, and be self-motivated to manage varied workloads and deadlines without compromising quality.

Your experience may come from consulting, government, or private sector roles.

You will have:

  • At least ten years of relevant professional experience
  • Excellent analytical and communication skills
  • Experience managing complex projects and teams
  • Experience writing bids, managing budgets, tasks, and client relations
  • Ability to develop and convey expertise on topics
  • Good understanding of qualitative and/or quantitative methods
  • A relevant university degree
