This is an exciting opportunity to be part of the Chief Operating Office in Vocalink Limited, a Mastercard business, which provides Critical National Infrastructure to the UK.

• Vocalink is the UK company that enables the payments of 90% of salaries, 70% of utility bills, most ATM transactions, and every cheque cleared in the UK.

• We provide services to over 60 million citizens, and the UK private, public, and third sectors.

• In 2024, we processed 14 billion transactions, with a value of more than £10 trillion.

• Vocalink products include Bacs Direct Credits, Bacs Direct Debits, Faster Payments, the LINK ATM network for cash withdrawals, and the Image Clearing Service (ICS) that supports cheque clearing.

Operational Resilience

Vocalink complies with the Bank of England's requirements on Operational Resilience. The Bank defines operational resilience as the ability of Financial Market Infrastructures (FMIs) and the sector as a whole to prevent, respond to, recover, and learn from operational disruptions, with a particular focus for Vocalink on protecting financial stability, preventing threats to the transfer of payments, and enabling the safety and efficiency of the Recognised Payment Service Operators.

In Vocalink, the Chief Operating Office has overall accountability for the Operational Resilience Framework, including policies and procedures, working closely with the Important Business Services owners in the Product, Strategy, and Commercial Services teams, as well as Pillar owners across Technology, Security, Data, Facilities, People, and Third Parties.

The team also works closely with key stakeholders across the financial services industry, particularly the Recognised Payment Service Operators.

Overview of Role

The Manager, Operational Resilience Exercising, will play a critical role in articulating Vocalink's Operational Resilience posture to senior executives and key external stakeholders, including the Recognised Payment Service Operators and the Bank of England.

This role will report to the Vice President of Operational Resilience, who is responsible for the Operational Resilience Framework, policy, methodologies, and embedding the Target Operating Model across Vocalink.

Data supporting Vocalink's Operational Resilience comes from various sources, necessitating strong stakeholder engagement and understanding of all parts of the business.

In this role, you will be accountable for:

  1. Identifying relevant Operational Resilience data across Vocalink that evidences resilience across key pillars (Technology, Data, Facilities, People, and Third Parties) and capabilities (Security, Incident Management, Risk, and Controls).
  2. Enhancing data through automation and ensuring it is service-specific and enterprise-wide.
  3. Reviewing data analytics and trends to support resilience strategy and priorities.
  4. Providing clear reporting to governance forums, including the Vocalink Executive Committee and Board, using MI dashboards and Data Visualisation tools.
  5. Owning and developing Operational Resilience Data Dashboards, improving them as needed.
  6. Collaborating with Accountable Executives to ensure data is used effectively and issues are addressed.
  7. Leading changes to data tools/applications to meet operational resilience needs.
  8. Providing Secretariat support for governance meetings, including preparing reports and minutes.

You will need to:

  • Work closely with Product, Operations, Technology, and Security to improve data.
  • Coordinate with Mastercard Data teams on tooling and techniques.
  • Build effective relationships with stakeholders across Vocalink.

About You

You likely have:

  • An undergraduate degree or higher.
  • Experience in data visualisation tools (e.g., PowerBI), data analysis, and reporting, preferably in financial services risk, controls, or compliance environments.
  • Stakeholder management skills to understand and demonstrate data-driven compliance and risk reduction.
